Job Summary

We are seeking a highly experienced and skilled Senior Vice President of Residential Care Division to lead our Residential Treatment Division. The successful candidate will provide ongoing supervision of the Residential Treatment Division, which includes all OMH congregate care programs, and will provide leadership on identified agency initiatives.

Key Responsibilities
  • Program Oversight: Provide program oversight and supervision to all assigned program operations, ensuring compliance with regulatory standards and requirements.
  • Leadership and Management: Provide skillful leadership and management aligned with the ICL mission, values, and strategic plan, ensuring that the division is well-informed and maintains transparent communication.
  • Partnerships and Collaborations: Maintain strong, positive partnerships with New York State Office of Mental Health, the New York City Department of Health, the New York City Department of Homeless Services, and other regulatory agencies.
  • Culture and Diversity: Promote and foster ICL's culture of diversity, equity, inclusion, and belonging in all practices.
  • Supervisory Structure: Develop and revise as necessary a supervisory structure between program directors and senior management to ensure adequate program supervision and compliance with regulatory standards.
  • Workforce Management: Ensure productive balance between in-person and telecommuting working methods, and support a learning culture where programs use data, trending analyses, and innovation to deliver current, evidence-based approaches.
  • Integration and Partnerships: Build and maintain integration touch points with all relevant ICL programs to achieve an integrated, seamless experience for clients to reach their recovery goals.
  • Quality Assurance: Supervise each program's overall client quality of care, including clinical and treatment approaches, staff clinical skills and interventions, and application of admission, continuing care, and discharge decisions.
  • Program Development: Ensure the development, implementation, and monitoring of program quality assurance standards that are in compliance with regulatory requirements.
  • Professional Development: Implement and maintain a professional development system that includes comprehensive onboarding, clinical supervision, and periodic job performance review.
  • Training and Development
  • Financial Management: Monitor and supervise programmatic budget compliance and revenue/census management issues, ensuring maximum revenue potential and efficient utilization.
  • Outcome Measures: Identify staff and client outcome measures and monitor program performance accordingly.
  • Team Leadership: Function as an integral team member in the Senior Vice President Team and represent ICL at all inter-agency and public levels.
  • Community Engagement: Attend, coordinate, and provide linkage to the Community Advisory Boards associated with the division's programs.
  • Strategic Planning: Participate in annual budgetary planning meetings and monthly financial performance reviews, and facilitate monthly division meetings to report feedback to administrative services.
  • Talent Management: Strategically identify, attract, develop, and retain top talent through innovative talent management initiatives tailored to meet organizational needs.
Requirements
  • Education: Master's Degree in Healthcare, Public Health, or Business Administration required.
  • Licensure: Current Licensed Clinical Social Worker (LCSW), Clinical Psychologist (PH.D), or Psy.D. Licensure preferred.
  • Experience: At least 7 plus years' supervisory and administrative experience in a behavioral health care environment and housing.
  • Skills: Experience in staff supervision, clinical supervision and interventions, project management, budget management, Medicaid billing, and quality assurance experience in providing services to individuals with Serious Mental Illness (SMI) in housing.
