Overview

The Senior State Financial Analyst (SAIII) plays a crucial role within the Payroll Compliance Group of the Division of Accounting. Key responsibilities include managing payroll repayments, maintaining accurate tracking logs, ensuring timely payment processing, and facilitating effective communication regarding payments. The SAIII is expected to demonstrate problem-solving skills and adaptability in situations with limited standardization. This position also involves compliance-related functions such as Payroll expenditure authorizations, funding reconciliation, and addressing various inquiries. Candidates should exhibit a strong understanding of financial management system requirements and accounting transactions pertinent to Payroll operations.

  • Provide expert guidance and recommendations to state agencies, organizations, vendors, and others in assigned fiscal oversight functions at the state level.
  • Review, analyze, reconcile, and approve financial transactions, system processes, reports, or other financial data within integrated financial information systems.
  • Ensure compliance with state and federal laws, regulations, standards, policies, and procedures, as well as internal controls and reporting requirements.
  • Conduct research, collect, analyze, and interpret a variety of data and reports; clarify information and troubleshoot discrepancies or process flaws.
  • Make informed decisions, define solutions, and take appropriate actions to maintain data integrity and security, including updates, corrections, and changes to user access.
  • Execute queries and prepare, analyze, and distribute a variety of reports.
  • Participate in the evaluation of state accounting services and automated financial information systems to ensure business and user needs are met.
  • Undertake special assignments and projects, which may include system testing, upgrades, statewide reporting, or compliance work.
  • Recommend improvements to processes, procedures, and forms to enhance efficiency and internal controls.
  • Utilize automated information systems and software to research, review, analyze, document, and report on financial information.
  • Deliver exceptional customer service to internal and external stakeholders through various communication channels.
  • Communicate effectively with diverse individuals across cultures, abilities, genders, ethnicities, ages, and races.
  • May oversee, verify, and update system tables and configurations to ensure compliance with applicable laws and meet business needs.
  • Perform other related duties as assigned.

Qualifications

Candidates must possess education, training, and/or experience demonstrating competence in the following areas:

  • Two years of experience in analyzing financial data or automated financial information system data, developing alternatives, and advising stakeholders on solutions.
  • Two years of experience in compiling, analyzing, and reporting on financial data to ensure effective accounting of funds or to make financial projections.
  • One year of experience in ensuring compliance with accounting or payroll laws, regulations, standards, policies, and procedures.
  • One year of experience in recommending changes or improvements to financial processes, procedures, forms, or automated information systems.
