Overview
The role is designed to provide essential support to the State's Electronic Payments (EP) Team. This team is responsible for managing the State's Procurement Card (PCard) and Single Use Account (SUA) programs. The EP Team collaborates closely with JP Morgan Chase (JPMC) to deliver outstanding customer service to cardholders and assist state agencies and suppliers involved in electronic payment initiatives. Key responsibilities include processing new card applications, reconciling transactions with the State's accounting system, supporting PCard Coordinators within state agencies, and liaising with the bank regarding cardholder inquiries and SUA transaction issues.
Key Responsibilities
The following are core responsibilities that are typical for all positions within this classification and are not intended to be an exhaustive list of all job duties: Offer guidance, direction, and recommendations to state agencies, organizations, vendors, or others in assigned fiscal oversight functions at the State level. Review, analyze, reconcile, and/or approve financial transactions, system processes, reports, or other financial data within integrated financial information systems. Interpret, explain, and ensure adherence to state and federal laws, rules, regulations, standards, policies, and procedures, as well as internal controls and reporting requirements. Conduct research, collect, analyze, and interpret a variety of data and reports; clarify information; and troubleshoot discrepancies, errors, unexpected results, or process flaws. Make determinations, define solutions, and take appropriate actions to maintain data integrity and security, including updates, corrections, reclassifications, adjustments, or changes to user access. Execute queries and prepare, analyze, and distribute various reports. Participate in the evaluation of state accounting services, automated financial information systems, or software applications to determine functional and technical requirements, ensuring that business and user needs are met. Undertake special assignments and projects, which may include system testing, upgrades, updates, enhancements, statewide reporting, or compliance work. Recommend changes to processes, procedures, and forms to enhance efficiency and internal controls. Utilize automated information systems and software to research, review, analyze, document, and report on financial information. Provide exceptional customer service to internal and external customers and the public through various communication methods. Communicate and interact effectively with individuals from diverse backgrounds, abilities, genders, ethnicities, ages, and races. May maintain, review, verify, and update system tables and configurations to ensure compliance with applicable laws, rules, and regulations while meeting business needs. Perform other related duties as required.Qualifications
Requirements for Senior State Financial Analyst Candidates must possess education, training, and/or experience demonstrating proficiency in the following areas: Two years of experience in analyzing financial data or automated financial information system data, developing alternatives, and advising customers, management, or others on solutions. Two years of experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. One year of experience in ensuring compliance with accounting or payroll laws, rules, regulations, standards, policies, and procedures. One year of experience in recommending changes or improvements to financial processes, procedures, forms, or automated information systems.
