Overview

This role acts as a key authority on the State's Financial Management System. The incumbent is expected to possess extensive knowledge of General Ledger (GL) accounting practices and budgetary oversight. As a subject matter expert, this individual will engage in various aspects of the State's Financial Systems, performing data validations and reconciliations to ensure all modules operate in alignment with established accounting standards. This position also involves participation in year-end planning and closing activities, alongside system enhancement initiatives. Note that this role may require working during holidays and some weekends.

Key Responsibilities

The essential responsibilities are core functions common to all roles within this classification and are not intended to be an exhaustive list of all duties for any single position in the series. Offers guidance, direction, and strategic recommendations to state agencies, organizations, vendors, or other stakeholders in the assigned fiscal oversight functions at the State level. Reviews, analyzes, reconciles, and/or approves financial transactions, system processes, reports, or other financial data within integrated financial information systems. Interprets, clarifies, and ensures adherence to state and federal laws, regulations, standards, policies, and procedures, as well as internal controls and reporting requirements. Conducts research, collects, analyzes, and interprets a variety of data and reports; clarifies information; and resolves discrepancies, errors, unexpected results, or process issues. Makes determinations, defines solutions, and takes appropriate actions to maintain data integrity and security, including updates, corrections, reclassifications, adjustments, or changes to user access. Executes queries and prepares, analyzes, and disseminates a variety of reports. Participates in the evaluation of state accounting services, automated financial information systems, or software applications to ascertain functional and technical requirements, ensuring that business and user needs are met. Engages in special assignments and projects which may include system testing, upgrades, updates, and enhancements, statewide reporting, or compliance initiatives. Proposes recommendations for modifications to processes, procedures, and forms to enhance efficiency and internal controls. Utilizes automated information systems and software to research, review, analyze, document, and report on financial information. Provides exceptional customer service to internal and external clients and the public through various communication channels. Communicates and interacts effectively with individuals from diverse backgrounds, abilities, genders, ethnicities, ages, and races. May oversee, review, verify, and update system tables and configurations to ensure compliance with applicable laws, regulations, and to meet business requirements. Performs other related duties as necessary.

Qualifications

REQUIRED QUALIFICATIONS for Senior State Financial Analyst Candidates must demonstrate education, training, and/or experience in the following areas: Three years of experience in analyzing financial data or automated financial information system data, developing alternatives, and advising stakeholders on solutions. Three years of experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. Two years of experience in recommending changes or improvements to financial processes, procedures, forms, or automated financial information systems. One year of experience in financial project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of financial services or related automated financial information systems projects. Six months of experience in narrative report writing.
