Overview

This role is critical as a Subject Matter Expert within the State's Financial Management System. The individual in this position must possess extensive knowledge of General Ledger (GL) accounting and budgetary oversight. The incumbent will act as a key resource in various facets of the State's Financial Systems, performing data validations and reconciliations to ensure all modules operate in alignment with established accounting practices. This role also involves participation in year-end planning and closing activities, as well as ongoing maintenance and enhancement projects for the system. Availability to work on holidays and some weekends is required.

Key Responsibilities

The essential functions outlined below are core responsibilities common to all positions in this classification and are not intended to be an exhaustive list of all duties for any one position: Provide expert guidance, direction, and recommendations to state agencies, organizations, vendors, or other stakeholders in the assigned fiscal oversight functions at the State level. Review, analyze, reconcile, and approve financial transactions, system processes, reports, or other financial data within integrated financial information systems. Interpret, clarify, and ensure adherence to state and federal laws, rules, regulations, standards, policies, and procedures, as well as internal controls and reporting obligations. Conduct research, collect, analyze, and interpret a variety of data and reports; clarify information; and troubleshoot discrepancies, errors, unexpected results, or process flaws. Make determinations, define solutions, and take appropriate actions to maintain data integrity and security, including updates, corrections, reclassifications, adjustments, or changes to user access. Execute queries and prepare, analyze, and distribute a variety of reports. Participate in the evaluation of state accounting services, automated financial information systems, or software applications to ascertain functional and technical requirements and ensure that business and user needs are met. Undertake special assignments and projects which may encompass system testing, upgrades, updates, enhancements, statewide reporting, or compliance activities. Recommend changes to processes, procedures, and forms to enhance efficiency and internal controls. Utilize automated information systems and software to research, review, analyze, document, and report on financial information. Deliver exceptional customer service to internal and external customers and the public through various communication channels. Communicate and interact effectively with individuals across diverse cultures, abilities, genders, ethnicities, ages, and races. May be responsible for maintaining, reviewing, verifying, and updating system tables and configurations to ensure compliance with applicable laws, rules, and regulations while meeting business needs. Perform other related duties as assigned.

Qualifications

Required Qualifications for Senior State Financial Analyst Candidates must demonstrate education, training, and/or experience in the following areas: Three years of experience in analyzing financial data or automated financial information system data, developing alternatives, and advising stakeholders on solutions. Three years of experience in compiling, analyzing, and reporting on financial data to ensure effective accounting of funds or to inform financial planning. Two years of experience in recommending changes or improvements to financial processes, procedures, forms, or automated financial information systems. One year of experience in financial project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of financial services or related automated financial information systems projects. Six months of experience in narrative report writing.
