Incumbents may also perform similar tasks not specifically detailed below. Evaluates, documents, and tests management controls and operational procedures. Identifies deficiencies in management controls and instances of suspected fraud, waste, and misuse. Analyzes, interprets, and reports on management controls and operational procedures as part of (1) operational reviews and efficiency audits to assess the effectiveness of operations, (2) investigative examinations to identify deficiencies that may lead to fraud and abuse, and (3) compliance audits to ensure adherence to legal and regulatory standards. Researches relevant laws, regulations, and standards applicable to engagements and special projects. Reviews and assesses operational and accounting controls to provide an opinion on financial statements. Conducts interviews to gather data, information, and documentation to support research and analysis for engagements. Provides findings and recommendations during exit interviews to assist organizations in addressing identified issues. Evaluates policies and procedures of state agencies, departments, school districts, charter schools, local governments, and grant recipients for internal controls and compliance with applicable laws and standards. Analyzes financial and contractual records, documenting results in accordance with professional standards. Applies professional auditing standards and methodologies to assess the accuracy of accounting systems and management controls. Prepares work papers, summary analyses, findings, recommendations, correspondence, and engagement reports. Assesses the overall accuracy and adequacy of management controls and operational procedures relevant to the engagement scope. Evaluates program operations and identifies opportunities for enhancing operational efficiency. Develops the scope, objectives, plans, and programs for engagements. Reviews the quality of work performed by other audit organizations, including internal auditors or independent CPA firms. Conducts complex data analyses utilizing data analysis software.

Qualifications

Minimum Qualifications for Senior State Auditor

Candidates must demonstrate education, training, and/or experience in the following areas:

A Bachelor's degree or higher in Accounting, Finance, Business, Technology, or a related field. A minimum of three years of experience conducting audits in accordance with professional auditing standards. A minimum of three years of experience using computer-assisted audit tools and techniques for data extraction, validation, calculations, sample selection, and analysis. Knowledge of planning, executing, and monitoring multiple audit engagements. Knowledge of staff supervision gained through coursework, training, or experience overseeing the work of others.

Employment Conditions

Candidates must be legally authorized to work in the United States. The State of Delaware participates in the Federal E-Verify system, which confirms employment eligibility. Additionally, candidates must possess a valid Certified Fraud Examiner (CFE) designation or obtain one within twelve months of hire. Failure to secure a CFE within this timeframe may result in termination of employment.
