As such, incumbents may perform similar duties not explicitly mentioned. Evaluates, documents, and tests management controls and operational procedures. Identifies deficiencies in management controls and operating procedures, as well as incidents of suspected fraud, waste, and misuse. Analyzes, interprets, and reports on management controls and operational procedures as part of (1) operational reviews and efficiency audits to assess effectiveness, (2) investigative examinations to highlight deficiencies that may lead to fraud and abuse, and (3) compliance audits to ensure adherence to legal and regulatory standards. Conducts research on relevant laws, regulations, and standards applicable to engagements and special projects. Reviews and assesses operational and accounting controls to provide opinions on financial statements. Facilitates entrance interviews to gather data, information, records, and documentation supporting engagement research and analysis. Conducts exit interviews to present findings, recommendations, and guidance to organizations for issue resolution. Assesses policies and procedures of state agencies, departments, school districts, charter schools, local governments, and grant recipients for internal controls and compliance with applicable laws and standards. Analyzes financial and contractual records, documenting results in accordance with professional standards. Applies professional standards and methodologies to evaluate the accuracy of accounting systems and management controls. Prepares work papers, analysis summaries, findings, recommendations, correspondence, and engagement reports. Evaluates the overall accuracy and adequacy of management controls and operational procedures related to the engagement scope. Assesses program operations and identifies opportunities for enhancing operational efficiency. Develops the scope, objectives, plans, and programs for engagements. Evaluates the quality of work performed by other audit organizations, including internal auditors or independent CPA firms. Conducts complex data analyses utilizing data analysis software.Qualifications
Minimum Qualifications for Senior State Auditor
Candidates must demonstrate competence in the following areas:
A Bachelor's degree or higher in Accounting, Finance, Business, Technology, or a related field. A minimum of three years' experience in conducting audits in accordance with professional auditing standards. A minimum of three years' experience using computer-assisted audit tools and techniques for data extraction, validation, calculations, sample selection, and analysis. Knowledge of planning, implementing, and monitoring multiple audit engagements. Knowledge of staff supervision, which may be acquired through coursework, training, or experience overseeing the work of others.Employment Conditions
Candidates must be legally authorized to work in the United States. The State of Delaware participates in the Federal E-Verify system, confirming work authorization through Form I-9. As a condition of employment, candidates must possess a valid Certified Fraud Examiner (CFE) designation or obtain one within twelve months of hire. Failure to secure a CFE within this timeframe may result in termination of employment.Benefits
