Summary

This position is designated for an Air Reserve Technician (ART) role within the Headquarters, Air Force Reserve Command. ARTs are integral to the regular career civil service and benefit from all privileges afforded to Federal employees in the competitive civil service.

Responsibilities

The primary objective of this role is to:

Assist the Chief of Education and Training in the management and execution of educational and training initiatives, offering technical support and guidance to unit managers and supervisors regarding all facets of the program.


Key Duties:
  1. Policy Implementation: Aid the Chief of Education and Training in the execution and oversight of Air Force directives pertaining to the Voluntary Education Programs.
  2. Testing Administration: Oversee a comprehensive Air Force testing program.
  3. Formal School Coordination: Support the Chief of Education and Training in the submission and processing of requests for Formal School attendance.
  4. On-the-Job Training Management: Ensure the effective management of the On-the-Job Training (OJT) program for the wing.
  5. Data Monitoring: Supervise the accuracy and reliability of all data entered into and maintained within the Military Personnel Data System (MilPDs) and Education and Training Systems.

Requirements

To qualify for this position, candidates must meet the specialized experience criteria outlined in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, specifically for Administrative and Management roles.


SPECIALIZED EXPERIENCE:

Applicants should possess a minimum of one (1) year of specialized experience at the GS-07 level or its equivalent in other pay systems. Relevant experience includes familiarity with military personnel policies, reserve missions, training methodologies, and the ability to engage with functional managers regarding respective programs.


OR EDUCATION:

A Master's degree or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, demonstrating the requisite knowledge, skills, and abilities for this position.


OR COMBINATION OF EXPERIENCE AND EDUCATION:

A combination of education and experience may be utilized to qualify for this position, provided the total percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT:

Merit promotion applicants must satisfy applicable time-in-grade requirements to be eligible. One year at the GS-07 level is necessary to meet the time-in-grade criteria for the GS-09 level.


KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

Your qualifications will be assessed based on your level of knowledge, skills, abilities, and/or competencies in the following areas:

  1. Thorough understanding of military personnel policies, reserve missions, training methodologies, and the Air Force Testing Program.
  2. Proficiency in automated systems, personal computers, and relevant software.
  3. Capability to analyze data/products to evaluate the effectiveness of training programs.
  4. Strong communication skills to interact effectively with diverse groups, both verbally and in writing, with professionalism and courtesy.

PART-TIME OR UNPAID EXPERIENCE:

Credit will be awarded for relevant unpaid and/or part-time work. It is essential to clearly outline the duties and responsibilities for each position held, along with the total hours worked per week.


VOLUNTEER WORK EXPERIENCE:

Volunteer work, whether paid or unpaid, including service through National Service Programs, will be recognized as valuable experience contributing to the competencies, knowledge, and skills applicable to this position.

This role is classified as an Air Reserve Technician (ART) position, allowing ARTs to engage in 15 days of active duty tours annually, with military leave granted at full civilian pay.

Members of Air Reserve units may be subject to immediate activation in response to national emergencies.

Education Requirements:

If utilizing education to qualify, official transcripts must be submitted with the application. While official transcripts are not required at the time of application, they must be verified prior to appointment if the position has a positive degree requirement.

Education obtained from foreign institutions may be considered, provided proof of equivalency to U.S. educational standards is submitted.
