Position Overview

SAIC is in search of a Senior Operations Manager to enhance the effectiveness of the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). This role is pivotal in supervising the organization's operational activities and mission fulfillment, as well as crafting strategic communication and organizational transformation initiatives.

The ideal candidate will possess extensive knowledge and experience to ensure that the essential operational functions, including Legislative Affairs, Strategic Communications, Workflow, Personnel, and Taskings, are aligned and efficiently supporting the organization's strategic objectives. The Senior Operations Manager will provide direct assistance to the Director of Science & Technology and Program Protection (D-STPP), playing a crucial role in delivering vision, strategy, and oversight to harmonize innovation endeavors across the Department of Defense (DoD).

This position offers a unique opportunity for close collaboration with senior DoD leadership and a broad spectrum of stakeholders within the Department of Defense community, including military branches, industry collaborators, academic institutions, international allies, and professional associations to achieve mission objectives.

Key Responsibilities:

  • Formulate, propose, and execute enhancements to existing standard operating procedures and policies to boost operational efficiency.
  • Provide comprehensive organizational management, including staffing assessments; coordinate and facilitate director-level meetings and in-depth discussions; and offer recommendations for staffing efficiencies to meet organizational targets.
  • Collect and analyze information; articulate and resolve issues; visualize and present data; and deliver decision support to fulfill mission objectives.
  • Generate and manage communications for the organization, including meeting agendas, briefings, and minutes.
  • Compile weekly reports on significant activities and evaluate the effectiveness of events and processes.
  • Collaborate with front office personnel to assess the implications of taskers and new policies on the organization. Aid in the development and monitoring of taskers/action items assigned to the organization to ensure timely feedback and approval from senior leadership.
  • Assist in the formulation of resource budgets, including personnel requirements for task completion; coordinate with the government Budget Financial Manager to monitor and evaluate the organizational budget in relation to ongoing projects.
  • Deliver essential knowledge and information management functions.
  • Assess and provide guidance on the organization, methods, and procedures for delivering administrative support systems, including records, communications, directives, forms, and files.
  • Organize and facilitate both internal and external communications on a diverse range of topics, including tasks, program reviews, meetings, congressional events, invitations, speaking engagements, and resources.

Qualifications

  • TS/SCI

Required Qualifications:

  • Bachelor's degree with fifteen (15) years of experience; or a Master's degree with thirteen (13) years of experience.
  • Demonstrated leadership capabilities, problem-solving skills, adaptability, initiative, and a proven track record of effective collaboration with Senior Executives.
  • Exceptional communication skills, with experience in drafting white papers, briefings, correspondence, and reports.
  • Strong organizational, team-building, and interpersonal skills.
  • Experience in high-level staff environments.

Desired Qualifications:

  • Master's degree.
  • Familiarity with the PPBE process, POM cycle, CATMS/TMT or similar tasking systems, and the Adaptive Acquisition Framework.
  • In-depth knowledge of OSD-level organizational structure and comprehension of the National Defense Strategy and DoD Modernization initiatives.
  • Graduate of a Senior Service College.
