Position Overview

SAIC is in search of a Senior Operations Manager to provide support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). This role is pivotal in overseeing the operational functions and mission execution of the organization, alongside developing strategic communication and organizational change management initiatives.

The ideal candidate will possess extensive knowledge and experience to ensure that essential operational functions, including Legislative Affairs, Strategic Communications, Workflow, Personnel, and Taskings, are aligned and effectively contribute to the organization’s strategic objectives. The Senior Operations Manager will work closely with the Director of Science & Technology and Program Protection (D-STPP) to offer vision, strategy, and oversight, ensuring that innovation efforts across the Department of Defense (DoD) are synchronized.

This role involves significant interaction with high-level DoD leadership within the Pentagon and the broader DoD community, including various components, military services, industry partners, academia, international collaborators, and associations to achieve mission objectives. The Senior Operations Manager will assist clients in addressing complex challenges, managing project communications, schedules, and workflows, conducting strategic research, and enhancing workforce productivity through process improvements.

Key Responsibilities:

  • Develop and implement enhancements to existing standard operating procedures and policies to boost efficiency.
  • Provide organizational management, including staffing analysis, coordination of director-level meetings, and recommendations for staffing efficiencies to meet organizational goals.
  • Collect and analyze information, articulate problems, visualize data, and offer decision support to achieve mission outcomes.
  • Create and manage communications for the enterprise, including meeting agendas, briefings, and minutes.
  • Prepare weekly reports on significant activities and assess the effectiveness of events and processes.
  • Collaborate with front office staff to evaluate the impact of taskers and new policies on the organization, ensuring timely feedback and approval from senior leadership.
  • Assist in the development of resource budgets, coordinating with the government Budget Financial Manager to monitor and assess the organizational budget in relation to ongoing projects.
  • Provide essential knowledge and information management functions.
  • Evaluate and advise on administrative support systems, including records, communications, directives, forms, and files.
  • Organize and facilitate internal and external communications on a variety of subjects, including tasks, program reviews, meetings, and events.

Qualifications

Required Clearance:

  • TS/SCI

Required Qualifications:

  • Bachelor's degree with fifteen (15) years of experience; Master's degree with thirteen (13) years of experience.
  • Demonstrated leadership, problem-solving skills, adaptability, initiative, and a proven ability to collaborate effectively with Senior Executives.
  • Exceptional communication skills, with experience in writing white papers, briefings, correspondence, and reports.
  • Strong organizational, team-building, and interpersonal skills.
  • Experience in high-level staff environments.

Desired Qualifications:

  • Master's degree.
  • Familiarity with the PPBE process, POM cycle, CATMS/TMT or other tasking systems, and the Adaptive Acquisition Framework.
  • In-depth knowledge of OSD-level organizational structure and understanding of the National Defense Strategy and DoD Modernization initiatives.
  • Graduate of a Senior Service College.
