Position Overview
SAIC is in search of a Senior Operations Manager to provide critical support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). This role is essential for overseeing the operational functions and mission execution of the organization, as well as for crafting strategic communications and managing organizational change initiatives.
The ideal candidate will possess extensive knowledge and experience to ensure that the core operational activities of the staff—such as Legislative Affairs, Strategic Communications, Workflow, Personnel, and Taskings—are aligned and effectively contribute to the organization's strategic objectives. The Senior Operations Manager will work closely with the Director of Science & Technology and Program Protection (D-STPP) to provide vision, strategy, and oversight, ensuring the synchronization of innovation efforts across the Department of Defense (DoD).
This role offers an exciting opportunity for engagement with senior leadership within the Pentagon and the broader DoD community, including military services, industry partners, academia, and international stakeholders, all aimed at achieving mission success. The Senior Operations Manager will assist clients in navigating complex challenges, managing project communications, schedules, and workflows, conducting strategic research, and enhancing workforce productivity through process improvements.
Key Responsibilities:
- Develop and implement enhancements to existing standard operating procedures and policies to boost operational efficiency.
- Provide comprehensive organizational management, including staffing analysis, coordination of director-level meetings, and recommendations for staffing efficiencies to meet organizational objectives.
- Collect and analyze information to articulate and resolve issues, visualize data, and support decision-making processes to achieve mission outcomes.
- Create and manage communications for the organization, including meeting agendas, briefings, and minutes.
- Compile weekly reports on significant activities and evaluate the effectiveness of events and processes.
- Collaborate with front office staff to assess the impact of taskers and new policies on the organization, facilitating timely feedback and approvals from senior leadership.
- Assist in the development of resource budgets, coordinating with financial managers to monitor and assess the organizational budget in relation to ongoing projects.
- Provide essential knowledge and information management functions.
- Evaluate and advise on administrative support systems, including records management, communications, directives, and files.
- Organize and facilitate both internal and external communications on a variety of topics, including program reviews, meetings, and congressional events.
Qualifications
Required Clearance:
- TS/SCI
Required Qualifications:
- Bachelor's degree with fifteen (15) years of experience; Master's degree with thirteen (13) years of experience.
- Demonstrated leadership skills, problem-solving abilities, flexibility, initiative, and a proven track record of working effectively with Senior Executives.
- Exceptional communication skills, with experience in writing white papers, briefings, correspondence, and reports.
- Strong organizational, team-building, and interpersonal skills.
- Experience in high-level staff environments.
Desired Qualifications:
- Master's degree.
- Familiarity with the PPBE process, POM cycle, and tasking systems.
- In-depth knowledge of OSD-level organizational structures and the National Defense Strategy.
- Graduate of a Senior Service College.
