POSITION TITLE: CHIEF HUMAN RESOURCES OFFICER
DIVISION: ADMINISTRATION
GRADE: 22 – NON-UNION
REPORTS TO: CHIEF PROBATION OFFICER


KEY RESPONSIBILITIES:
The Chief Human Resources Officer, in collaboration with the Chief Probation Officer and the Human Resources Administrator, is tasked with managing all facets of Human Resource functions. Key responsibilities include:
  • Engage with executive leadership to align the organization’s objectives and strategies concerning staffing, recruitment, and employee retention.
  • Involve in all facets of labor relations, including managing grievances, arbitrations, and collective bargaining negotiations;
  • Create documentation supporting the recruitment and promotion processes, including job descriptions, postings, interview frameworks, skill assessments, and onboarding programs;
  • Conduct interviews for hiring and promotions, providing recommendations to the Chief Probation Officer regarding candidate qualifications;
  • Perform or arrange for background checks and verification of employee eligibility;
  • Facilitate meetings for ADA accommodations with staff and implement necessary adjustments;
  • Oversee employee benefits administration, including FMLA and other leave requests;
  • Collaborate with the Finance department in preparing the annual budget for the division;
  • Ensure compliance with the Personnel Records Review Act by maintaining employee personnel files;
  • Monitor adherence to federal, state, and local employment laws, regulations, and best practices.
  • Assist in the formulation and upkeep of Human Resources Policies & Procedures alongside the Director of Policy;
  • Stay informed on trends, best practices, regulatory updates, and advancements in human resources, talent management, and employment law; utilize this knowledge to inform upper management of policy changes.
  • Conduct exit interviews to ensure a seamless transition for departing employees;
  • Carry out confidential investigations and recommend disciplinary actions as necessary;
  • Administer disciplinary measures, including termination when warranted;
  • Prepare departmental reports as requested;
  • Support legal counsel with discovery for litigation, EEOC, and IDHR matters;
  • Respond promptly to employment-related inquiries from applicants, employees, and supervisors;
  • Supervise the Payroll Supervisor, Leave Coordinator, and other HR staff;
  • Act as a liaison between the department and external agencies;
  • Perform additional duties as assigned.

QUALIFICATIONS:
1. Must establish residency in the State of Illinois within 90 days of hire.
2. A Bachelor's Degree from an accredited four-year institution is required, with a preference for a concentration in Human Resources or a related field. A Master's degree or Juris Doctor (J.D.) is highly preferred.
3. Minimum of one year of experience in human resource management.
4. Strong preference for experience in labor relations and interpreting collective bargaining agreements.
5. Proficiency in Microsoft Word, Excel, and Access, including the ability to create documents, spreadsheets, and manage databases.
6. Proficiency in Microsoft Outlook and virtual meeting platforms, such as Zoom, with the ability to manage event invitations.
7. Exceptional oral and written communication skills, including strong presentation abilities and a superior command of English grammar.
8. Ability to manage multiple tasks, prioritize effectively, and adapt to changing assignments on short notice.
9. Capacity to exercise independent judgment within established guidelines and complete various projects and problem-solving tasks.
10. Attention to detail and a strong commitment to confidentiality and professionalism.
11. Ability to work autonomously as well as collaboratively within a team environment.

WORKING CONDITIONS - PHYSICAL REQUIREMENTS:
  • Must be able to sit at a desk for extended periods while working on a computer.
  • Ability to move throughout the office as needed.
  • Occasional twisting to reach equipment or supplies around the desk.
  • Must be able to lift equipment and materials weighing up to 20 pounds.
  • Daily use of telephone and computer keyboard.
  • Willingness to travel to various locations for training sessions.
  • Availability for 100% in-person work duties.
