Job Overview

The Bureau of Human Resources is in search of a Chief Human Resources Strategist to assist the Chief Human Resources Officer in the planning, development, and execution of initiatives aimed at enhancing personnel effectiveness across various divisions within the Human Resources Department.

Position Summary
Under the guidance of the Bureau Chief of Human Resources, the Chief Human Resources Strategist will oversee operations and manage daily functions of divisions within the Human Resources Department, focusing specifically on employee administration. The divisions under this role's oversight include Equal Employment Opportunity (EEO), Human Resources Information Systems (HRIS), Leave Management, Personnel Services, Training and Development, and Workforce Strategy. This position will coordinate with managers and maintain regular, confidential consultations with the Chief Human Resources Officer to develop policies and assess staff performance. The strategist will also plan, propose, and develop projects and programs pertinent to their areas of responsibility.

Key Responsibilities:
1. Directs Human Resources Bureau functions related to central administration, including wage and salary management, job classification, and recruitment processes.
2. Provides assistance to the Chief Human Resources Officer in areas such as training, career development, employee relations, health screenings, leave management, and employment processing.
3. Addresses a variety of daily operational issues requiring immediate attention, often involving high-ranking personnel to resolve employee rights and benefits matters.
4. Ensures effective coordination of centralized personnel administration to meet departmental needs and facilitates discussions with external agencies.
5. Reviews and recommends improvements to County personnel policies and procedures.

Qualifications:
1. Bachelor's degree from an accredited institution and a minimum of three years of managerial or supervisory experience, or an equivalent combination of education and experience.
2. Preferred: Master's degree in human resources, business administration, public administration, sociology, political science, or labor relations.

Skills and Abilities:
- Comprehensive knowledge of human resources administration and personnel management in a large municipal setting.
- Familiarity with federal, state, and county employment laws and regulations.
- Strong communication skills to articulate employment terms and policies effectively.
- Proven ability to manage a specialized human resources team and coordinate diverse functions related to job classification and employee selection.
