Job Overview

Position Summary:
The Project Manager plays a crucial role in overseeing projects, tasks, and various work scopes in a cohesive, organized, and effective manner.


Key Responsibilities:

Project Oversight:
  • Accountable for the budget, timeline, project controls, and technical performance of projects and their components.
  • Defines and communicates project scope, objectives, and goals.
  • Identifies client needs and requirements, developing a project execution strategy to meet deliverables and objectives.
  • Forms a cohesive project team and devises plans that balance the execution of scope.
  • Acts as the primary contact for clients regarding project activities, including negotiations on deliverables and baseline adjustments.
  • Communicates project plans and statuses to management, stakeholders, and clients.
  • Prepares documentation to support proposals, work statements, authorizations, performance monitoring, change management, and project closure.
  • Conducts project risk assessments.
  • Possesses comprehensive knowledge of project management principles, processes, systems, and financial/budgeting frameworks.

Proposal Development:
  • Evaluates proposal requests, plans, outlines, and schedules for accuracy and compliance with relevant standards.
  • Drafts proposals and refines them to ensure adherence to formatting standards, eliminating errors, and delivering information clearly and accurately.
  • Collaborates with subject matter experts, management, stakeholders, and other relevant personnel to gather necessary information for proposal creation.
  • Translates complex technical specifications and requirements into clear business language.
  • Collects feedback on written proposals and implements enhancements in writing and communication.
  • Organizes and archives proposals and related documents.

Qualifications:
  • Bachelor's degree from an accredited institution.
  • 7-10 years of experience in project management, project control, and/or proposal writing.
  • Exceptional client-facing and internal communication abilities.
  • Strong written and verbal communication skills.
  • Solid organizational skills with a keen attention to detail and the ability to multitask.
  • Proficient in project management tools.
  • Experience with resource-loaded schedules in Primavera P6 and Microsoft Project.
  • Familiarity with accounting software and client invoicing.
  • Experience in government contracting is advantageous.
  • Project Management certification is preferred.
  • DOE Q-Clearance is a plus.

  • Ability to prioritize tasks and manage time effectively.
  • Competence in handling conflicts and high-pressure situations.
  • Proficient in Microsoft Office Suite including Word, Excel, PowerPoint, Access, and SharePoint.
