POSITION SUMMARY:
This role is a singular position under the guidance of the Community Services Administrator, tasked with overseeing the Alternative Response to Calls for Service (ARCS) Pilot Program.
Key Responsibilities:
Administer and implement Community Care Navigation (Phase I), a pioneering initiative aimed at providing alternative responses to non-emergency service requests.
Manage the implementation and administration of subsequent phases, including mental health-related service calls and dispatch (Phase II), contingent upon approval from the governing body.
The Program Manager plays a pivotal role in coordinating service connections, developing training programs for first responders, and managing non-emergency inquiries from residents.
This position collaborates with local organizations to improve case management services for individuals experiencing homelessness and those facing traumatic situations.Definition:
Oversees the ARCS Pilot Program, including the execution and management of Community Care Navigation (Phase I) and mental health-related service calls and dispatch (Phase II), a forward-thinking initiative designed to provide alternative responses to non-emergency service requests; Supervises Care Coordination, ensuring effective and compassionate service delivery to community members.
The Program Manager is instrumental in coordinating service connections, developing training programs for first responders, and managing non-emergency inquiries from residents.
This position partners with local organizations to enhance case management services for individuals experiencing homelessness and those facing traumatic situations.Supervision Received and Exercised
Receives general direction from the Community Services Administrator
Exercises supervision over Care Navigators
Essential Duties:
Manage and mentor Care Coordinators, providing guidance and support in their roles.
Facilitate connections for community residents facing traumatic events to appropriate services and resources.
Design and implement training programs and professional development opportunities for first responders and relevant stakeholders.
Oversee responses to non-emergency inquiries from residents, ensuring timely and appropriate follow-up.
Collaborate with local organizations to enhance case management services for vulnerable populations.
Continuously evaluate program effectiveness and suggest improvements or innovations to enhance service delivery.
Maintain accurate records and data, prepare reports, and ensure compliance with organizational and regulatory standards.
Represent the organization in community meetings, events, and collaborations related to the program.

Knowledge Required:
Operational characteristics, services, and activities of alternative response models and community-based interventions
Management skills to analyze programs, policies, and operational needs
Principles and practices of program development and administration
Principles of trauma-informed care and experience in providing services to individuals experiencing trauma.
Methods of research, program analysis, and report preparation
Modern office procedures, methods, and computer equipment
Skills Required:
Ability to coordinate multiple projects
Availability for evening and weekend meetings as required
Effective communication with diverse cultures and personalities
Clear and concise communication, both orally and in writing
Preparation of clear and concise administrative and financial reports.
Analytical skills to identify problems, propose solutions, and implement recommendations in support of goals.
Research, analyze, and evaluate new service delivery methods and techniques.
Perform complex research and analyses.
Establish and maintain effective interpersonal skills in the workplace.
Maintain consistent and predictable attendance
Experience and Education:
Experience:
Minimum of 5 years in program management, preferably within public safety or social services.
Education:
Master’s degree from an accredited institution in Social Work, Counseling, or a related field.
Preferred qualifications include Licensed Clinical Social Worker or Licensed Professional Counselor.Working Conditions:
This role may require occasional evening or weekend hours for community events or meetings.
The Program Manager may need to respond to urgent situations or emergencies outside of standard business hours.
