POSITION SUMMARY:
This role is a specialized position under the guidance of the Community Services Administrator, tasked with overseeing the Alternative Response to Calls for Service (ARCS) Pilot Program.
Key Responsibilities:
Administer and implement Community Care Navigation (Phase I), a pioneering initiative aimed at providing alternative responses to non-emergency service requests.
Manage the implementation and administration of subsequent phases, including mental health-related service calls and dispatch (Phase II), pending approval from the governing body.
The Program Manager plays a crucial role in facilitating service connections, developing training for first responders, and managing non-emergency inquiries from residents.
This position collaborates with local organizations to improve case management services for individuals facing homelessness and those experiencing crises.Definition:
Oversees the ARCS Pilot Program, including the implementation and administration of Community Care Navigation (Phase I) and mental health-related service calls and dispatch (Phase II), a forward-thinking initiative designed to provide alternative responses to non-emergency service requests; Supervises Care Coordination to ensure effective and compassionate service delivery to community members.
The Program Manager is instrumental in coordinating service connections, developing training programs for first responders, and managing non-emergency inquiries from residents.
This position collaborates with local organizations to enhance case management services for individuals facing homelessness and those experiencing crises.Supervision Received and Exercised
Receives general direction from the Community Services Administrator
Exercises supervision over Care Navigators
Essential Duties:
Manage and mentor Care Coordinators, providing guidance and support in their roles.
Facilitate connections for community residents experiencing crises to appropriate services and resources.
Design and implement training programs and professional development opportunities for first responders and relevant stakeholders.
Oversee responses to non-emergency inquiries from residents, ensuring timely and appropriate follow-up.
Collaborate with local organizations to enhance case management services for vulnerable populations.
Continuously evaluate program effectiveness and suggest improvements or innovations to enhance service delivery.
Maintain accurate records and data, prepare reports, and ensure compliance with organizational and regulatory standards.
Represent the organization in community meetings, events, and collaborations related to the program.

Knowledge and Skills:
Understanding of operational characteristics, services, and activities of alternative response models and community-based interventions
Management skills to analyze programs, policies, and operational needs
Principles and practices of program development and administration
Trauma-informed care principles and experience in providing services to individuals experiencing trauma.
Research methods, program analysis, and report preparation
Modern office procedures, methods, and computer equipment
Qualifications:
Experience:
Minimum of 5 years of experience in program management, preferably in a public safety or social services environment, and
Education:
A Master's degree from an accredited institution with major coursework in Social Work, Counseling, or a related field.
Preferred qualifications include Licensed Clinical Social Worker or Licensed Professional Counselor.Working Conditions:
This position may require occasional evening or weekend hours to attend community events or meetings.
The Program Manager may need to respond to urgent situations or emergencies outside of regular business hours.
