Essential Responsibilities:
The IT Operations Infrastructure Manager will oversee the support and management of operations within the U.S. Department of State (DOS), specifically within the Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC).

The responsibilities encompass various aspects of both domestic and international refugee case processing, IT infrastructure and network support, as well as the enhancement and maintenance of PRM's refugee case processing software and data analytics capabilities, ensuring compliance with cybersecurity standards as per DOS guidelines.

Key Contributions of an IT Operations Infrastructure Manager:

- Collaborate with project management to execute RPC initiatives effectively.

- Foster a strategic partnership with RPC leadership to ensure alignment and operational success.

- Provide timely updates to RPC leadership regarding significant IT operations and application development matters.

- Supervise and guide the IT Infrastructure team to achieve optimal performance and service delivery, including training and mentoring team members, managing workloads, and resource allocation.


- Ensure the stability, integrity, and efficient operation of information systems while designing infrastructure architecture that supports core organizational functions.

- Manage both on-premises and cloud-based IT infrastructure, including servers, storage, networks, and related technology tools.

- Promote operational excellence and implement an IT systems management framework across a diverse team.


- Offer guidance to technical personnel and oversee the development of project plans, schedules, and budgets for technical activities.

- Collaborate with technical staff to enhance operational efficiencies through automation and continuous improvement, staying abreast of current technology trends.

- Develop and enforce IT policies and procedures, including those related to architecture, security, disaster recovery, standards, procurement, and service delivery.

- Work closely with the information security team to ensure effective implementation of infrastructure security controls.

- Coordinate and manage infrastructure-related projects, ensuring effective communication, stakeholder engagement, and successful project outcomes.

- Foster teamwork, communication, collaboration, and commitment across various groups with competing priorities.

- Attend client meetings and act as the primary liaison for technical solutions.

- Engage with vendors, other agencies, and client staff on behalf of the organization.

- Stay updated on relevant technologies as assigned.

- Participate in special projects as needed.


- Lead and mentor junior and mid-level staff, nurturing the leadership capabilities within the project team.

- Maintain open and regular communication with customers and team members, both written and verbal. - Develop, implement, and manage project schedules and budgets to meet contractual obligations.


- Identify new capabilities to present to clients to expand business opportunities and leverage existing relationships to attract new clients.


- Oversee the initiation and planning of program/project activities, conducting professional or technical work related to program management.

- Manage execution efforts by controlling scope, budget, schedule, quality, risk, and customer satisfaction in line with contract requirements.

- Address staffing needs, including interviewing, recognition, mentoring, and conflict resolution.

- Oversee compensation management and annual performance evaluations for team members, ensuring constructive feedback and guidance.

- Collaborate with the Production Support staff to ensure effective training plans and compliance training.

- Evaluate implications and risks on existing or proposed projects, programs, processes, and policies/laws, implementing necessary improvements.

Qualifications for Success:

Mandatory:


- A Bachelor's degree from an accredited institution in a technical field such as Information Systems, Information Sciences and Technology, Engineering, Computer Science, or equivalent experience.

- Professional certification (PMP) or ITIL Expert is required.

- Certification in Cloud technology with a focus on AWS is preferred.

- 2-5 years of experience in a cloud environment.

- At least 5 years of progressive management experience.


- A minimum of 12 years of professional experience in supporting, managing, and configuring complex enterprise-wide IT projects, with hands-on experience in hybrid environments (both on-premises and cloud) and at least 3 years of supervisory experience managing large, diverse project teams, including hiring, training, performance evaluation, and conflict resolution.

- At least 10 years of hands-on experience in IT infrastructure services or development.

- Proven ability to lead projects using the Scrum/Agile framework.

- Understanding of cloud services, including AWS, Azure, and private cloud.

- Proficiency in preparing management, business, technical, and personnel reports for internal and external use.

- Demonstrated experience in data center operations, system administration, database management, help desk operations, network design, project management, and technical support.

- Excellent verbal and written communication skills, with strong client-facing and internal communication abilities.

- Solid organizational skills, with attention to detail and the ability to multitask.

Preferred:


- Recent experience (within the last 5 years) in guiding an organization towards modern IT delivery methodologies (e.g., DevSecOps, Agile, AIOps).


- Experience supporting the United States Refugee Assistance Program (USRAP), which provides protection and assistance to persecuted and forcibly displaced individuals globally.

- Experience in coordinating humanitarian policy and diplomacy, providing essential assistance, collaborating with multilateral organizations to foster global partnerships, and promoting best practices in humanitarian response.

- Experience overseeing Projects and Engineering Teams.

- Experience in enhancing IT Service Management (ITSM) and other functions using ServiceNow.
