Position Overview

QinetiQ US is seeking a Critical Infrastructure Subject Matter Expert III to spearhead and implement cybersecurity initiatives for a federal government client. The ideal candidate will possess extensive experience in the cybersecurity domain. Key responsibilities include the application of best practices and management of engagements with congressional stakeholders, as well as the development of strategies and tactics aimed at enhancing resilience and minimizing risks to critical infrastructure.

Key Responsibilities

  • Assess infrastructure assets and systems vulnerable to cyber and physical threats during incidents.
  • Analyze dependencies and interdependencies among infrastructure assets and systems that may lead to cascading consequences.
  • Evaluate disruptions with potential national or regional impacts on infrastructure assets or systems through open-source and confidential reporting.
  • Utilize qualitative heuristics, modeling, and simulation techniques to analyze the direct and cascading effects of disruptions on infrastructure.
  • Propose and recommend mitigations to minimize impacts on Critical Infrastructure.
  • Create decision support materials that provide insights into potential impacts of disruptions and interventions that could be encouraged by the Federal government.
  • Conduct thorough research on emerging threats and vulnerabilities impacting critical infrastructure, including cyberattacks, physical threats, natural disasters, and climate change.
  • Develop comprehensive risk assessments on topics such as Electromagnetic Pulse, Position, Navigation, and Timing, and Space/Space Weather.
  • Deliver written risk assessments based on extensive research from diverse sources, including government reports and industry publications, along with recommendations for risk reduction.
  • Identify trends and patterns in threats.
  • Evaluate the likelihood and impact of potential threats on critical infrastructure systems using cost-benefit analysis and familiarity with risk assessment frameworks.
  • Stay informed on the latest advancements in technology, regulations, and threat landscapes to ensure the effectiveness of risk management strategies.
  • Communicate complex technical information clearly to varied audiences, both in writing and verbally.
  • Integrate findings from risk analysis into existing risk registers as appropriate.
  • Recommend practical strategies to address identified risks, including cybersecurity measures and disaster preparedness plans.
  • Assess the effectiveness of current risk mitigation strategies for critical infrastructure, identifying gaps and suggesting research priorities.
  • Analyze the impact of mitigation strategies on risk reduction through quantitative analysis and modeling.
  • Collaborate with engineers, security experts, and policymakers to develop and implement risk management strategies.
  • Engage in tabletop exercises and simulations to test and refine mitigation strategies in realistic scenarios.
  • Prepare and present briefing materials to stakeholders regarding the effectiveness of risk mitigation strategies.
  • Generate products that provide insights into the effectiveness of existing risk management efforts.
  • Support the execution of the annual National Critical Infrastructure Prioritization Program (NCIPP) Data Call and enhance the NCIPP program.

Required Qualifications

  • Master's degree in Engineering Sciences.
  • A minimum of 10 years of experience in an engineering discipline (systems, nuclear, biochemical, civil, or chemical), operations research, or advanced computing, including AI.
  • Demonstrated expertise in the engineered systems central to the 16 Critical Infrastructure sectors.
  • TS/SCI clearance.
