Job Overview

The Utah Department of Human Services is seeking a skilled individual with exceptional coordination abilities to fill the position of Administrative Operations Coordinator (Agency Information Security Officer I). This role involves overseeing agency initiatives related to records request denials, information access appeals, risk evaluations, business plan formulation, training adherence, and performance assessments directed by the Chief Administrative Officer (CAO). Key Responsibilities:

The Administrative Operations Coordinator is responsible for supporting strategic initiative updates, monitoring the execution of division business plans, and ensuring adherence to Utah's Government Records Access and Management Act (GRAMA). This position involves a variety of security and sensitive records tasks aimed at protecting confidential information while assisting the Agency's Chief Administrative Officer (CAO).

Specific Duties Include:
  • Facilitate clear communication and management of GRAMA appeals within the agency.
  • Ensure compliance with Government Records Access and Management Act (GRAMA) appeals.
  • Organize CAO reviews of fee waivers or denials of records requests.
  • Develop and standardize briefings related to appeals for CAO's evaluation.
  • Coordinate legal hearings and appeals as necessary concerning GRAMA.
  • Manage calendars and schedule appointments related to appeals activities.
  • Track and monitor appeal-related milestones and activities.
  • Summarize and log outcomes of appeal processes.
  • Schedule reviews in the appeals process protocols.
  • Create visual analytics on performance and risk factors.
  • Assist in ensuring compliance with agency policies and state regulations.
  • Prepare analyses and reports on business plan operations.
  • Assess risks and recommend training or improvements as needed.
  • Coordinate reviews and evaluations of performance initiatives.
  • Support the development of business plans for Technology and Innovation Divisions.
  • Measure and monitor improvements and achievements within the division.

Ideal Candidate Profile

The ideal candidate will possess:
  • Experience in information security and administrative compliance.
  • A background in ensuring adherence to state, federal, and agency standards regarding policies and guidelines.
  • Proven ability to maintain confidentiality concerning information requests, data reviews, GRAMA appeals, and agency evaluations.
  • Strong technical knowledge of information management and the capability to draft and review technical documents.
  • Experience in identifying inappropriate activities, data requests, or records access issues.
  • Proficiency in developing business plans, updating strategic documents, and analyzing divisional performance metrics.
