Veterans Benefits Administration - Organizational Operations Analyst

Summary
The incumbent is designated to the Integrated Disability Evaluation System (IDES), specifically within the Disability Rating Activity Site (DRAS).

The primary objective of this role is to furnish objectively derived insights and related recommendations to DRAS division leadership, aiding in decision-making regarding all facets of IDES organizational functions and management.

The position entails a diverse range of substantive analytical, planning, training, evaluative, budgetary, and advisory responsibilities.

Key Responsibilities
1. Formulates recommendations for program officials and supervisors that are comprehensive and accepted by operational units.
2. Collaborates directly with Compensation Service to assess the effects of national-level modifications (e.g., regulatory changes).
3. Analyzes and evaluates operations to ensure alignment with established goals and objectives.
4. Provides upper management with reports, assessed information, budgetary proposals, and similar deliverables essential for effective administrative operations direction.
5. Engages in discussions with management and staff to pinpoint potential issues.
6. Ensures that managers possess the requisite information to relay changes and their implications to staff.

7. Develops and enforces business line policies and procedures in compliance with VA and VBA policy, National Archives and Records Administration (NARA), and other relevant federal laws and regulations.

8. Establishes methodologies and techniques for substantive program studies and audits. 9. Utilizes VA data streams to construct intricate Tableau dashboards, providing recommendations to division leadership. 10. Performs additional duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade at any time in the past must also meet time-in-grade requirements.

For a GS-9 position, candidates must have served 52 weeks at GS-7.

To substantiate your claim of time in grade, you must submit your most recent appointment, promotion, or within-grade increase documentation.

Some applicants may need to submit multiple documents to demonstrate their eligibility.

Specialized Experience:

GS-9: To qualify, applicants must possess one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation within the organization.

Specialized Experience is defined as experience applying analytical and evaluative techniques, utilizing regulations, policies, and precedents to conduct detailed analysis of issues, work functions, or work processes.

OR Education GS-9: A master's or equivalent graduate degree from an accredited institution, or two full years of progressively higher-level graduate education leading to such a degree may be substituted for experience at the GS-09.

OR Education Combination GS-9: Applicants may substitute a combination of graduate education and specialized experience to qualify for the position at the GS-9 grade level.

To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. The total must equal at least 100 percent to be qualifying.

Work Schedule:
Regular office hours; Monday- Friday 8:00am-4:30pm. Alternate work schedules may be available.

GS - 9; PD Promotion Potential:

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

The full performance level is grade 11.

Physical Requirements:
The work is sedentary and performed in an office environment. Travel may be necessary to attend meetings, conferences, and training sessions.
