Financial Analyst for Grants Management

POSITION OVERVIEW

Under the supervision of the Grant Fiscal Administrator and the Business Office, this role encompasses a variety of accounting functions related to grants and financial oversight. Responsibilities include the preparation of comprehensive financial reports for grants, monitoring of expenditures and budgets, collaboration with grant coordinators, and liaising with educational department personnel. The position also involves participation in grant audits, ledger management, and additional related tasks as necessary.

KEY RESPONSIBILITIES

- Generate all monthly financial statements in compliance with grant stipulations;
- Prepare monthly reimbursement requests;
- Oversee grant expenditures to ensure adherence to federal, state, and other regulatory requirements;
- Input and track grant budgets;
- Collaborate with grant coordinators and district staff;
- Assist in the preparation of financial statements;
- Support audit processes;
- Maintain various subsidiary ledgers;
- Prepare and record journal entries;
- Review purchase requisitions and transactions for accuracy;
- Manage position control allocations;
- Develop schedules, cost analyses, projections, and reports as necessary;
- Conduct research and analysis as required;
- Create and maintain procedural manuals;
- Monitor and document accounts payable and payroll systems for quality assurance and operational efficiency.

QUALIFICATIONS

Education/Experience: A combination of education and experience that would likely provide the required knowledge and skills is acceptable. A typical path to acquire the necessary knowledge and skills includes:

  • A degree from an accredited institution in accounting;
  • AND
  • A minimum of three years of professional accounting experience, preferably within a governmental setting and with a focus on grants and fund/cost accounting.

KNOWLEDGE AND SKILLS

- Understanding of supervisory principles;
- Familiarity with governmental accounting standards;
- Knowledge of relevant pronouncements by the Financial Accounting Standards Board (FASB) and Governmental Accounting Standards Board (GASB);
- Awareness of compliance regulations including OMB Circulars and federal/state laws governing grants;
- Proficiency in computerized business systems and intermediate-level Microsoft Excel skills.

ADDITIONAL SKILLS

- Ability to analyze and resolve complex issues;
- Effective interaction with a diverse range of professional personnel;
- Competence in staff supervision;
- Capability to work independently with minimal oversight;
- Precision in executing detailed tasks.

CERTIFICATION

Possession of a Certified Public Accountant's Certificate is preferred.
