The Department of Career Services (DCS) manages the Commonwealth's network of One-Stop Career Centers, which support businesses in locating qualified candidates and offer job seekers essential career guidance, alongside referrals to employment and training opportunities.

DCS enhances the Career Center system through ongoing improvement initiatives and innovative business strategies that optimize resources, cultivate partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of addressing the evolving labor market demands of the Commonwealth, both now and in the future.

The Job Specialist IV plays a crucial role in the management of a team comprising Employment Counselors, DVOP, and Job Specialists.

The incumbent is responsible for providing direct oversight to a small group of subordinate staff engaged in delivering services to DCS clients; interpreting and clarifying operational rules and procedures; directing clients to various training and employment opportunities; administering interest, aptitude, and skill assessments; entering data into various DCS computerized information systems; and providing services to clients identified as members of "special applicant groups".

The Job Specialist offers guidance and instruction regarding applicable laws and regulations, as well as DCS and Career Center policies, procedures, guidelines, and standards.

Periodic reviews of work are conducted to ensure compliance, along with qualitative and quantitative evaluations of the incumbent's work performance.

Key Responsibilities:

  • Supervises subordinate staff by monitoring assigned responsibilities and tasks to ensure adherence to agency rules, policies, procedures, and guidelines.
  • Manages a complex and extensive caseload, maintaining ongoing customer contact (minimum of 30 days) to assess progress in job search and/or training until employment is secured.
  • Assists in certifying eligibility for enrollment in WIOS, TRADE, National Emergency Grants, and specialty funded services as required. Verifies all documentation to ensure compliance with DOL regulations and agency policies.
  • Facilitates clients' employment opportunities through case management, skill enhancement, and employment networking.
  • Guides clients in the proper completion of agency forms, resumes, and cover letters; supervises job search activities; informs clients of program policies, service availability, rights, responsibilities, and related services.
  • Records and processes information regarding clients, employers, and services using appropriate DCS forms and accurately inputs data to maintain DCS computer files and records.
  • Collaborates and coordinates unit activities with Career Center Operations and partner agencies.

Preferred Qualifications:

  • Experience in supervising others by monitoring assigned responsibilities and tasks to ensure compliance with agency rules, policies, procedures, and guidelines.
  • Experience in preparing and conducting employee performance reviews.
  • Experience in developing and implementing Remedial Development Plans for employees.
  • Knowledge of the general functions of agency programs, such as Workforce Innovation Opportunities Act (WIOA), Trade, Jobs for Veterans Grant (JVSG), and National Dislocated Worker Grant (NDWG).
  • First consideration will be given to applicants who apply within the initial 14 days.

Minimum Entrance Requirements:
Applicants must possess at least (A) four years of full-time, or equivalent part-time, professional or paraprofessional experience in any of the following areas: (a) personnel interviewing, recruitment, or job placement; (b) employment, vocational, educational, psychological, sociological, or rehabilitation counseling or guidance; (c) credit or claims adjustment interviewing; (d) job analysis or position classification work, with at least (B) two years in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I.

An Associate's degree from a recognized college or university may substitute for one year of the required (A) experience.

II. A Bachelor's degree from a recognized college or university may substitute for two years of the required (A) experience.
  • II. A graduate degree with a major in education, vocational or rehabilitation counseling, or public administration may substitute for two years of the required (A) experience and one year of the required (B) experience.
  • Education towards such a degree will be prorated based on the proportion of the requirements.

NOTE:
Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
