DCS enhances the Career Center system through ongoing improvement processes and innovative business practices that optimize resources, foster collaborations, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the evolving labor market demands of the Commonwealth.
The Job Specialist IV plays a crucial role in the operation of a unit comprising Employment Counselors, DVOP, and Job Specialists. The incumbent is responsible for providing direct supervision to a small group of subordinate employees, interpreting and clarifying operational rules and procedures, and referring clients to various training and employment opportunities.
Key responsibilities include:
- Supervising subordinate employees by monitoring assigned responsibilities and tasks to ensure adherence to agency rules, policies, procedures, and guidelines.
- Managing a complex and extensive caseload, maintaining ongoing customer contact to assess job search and/or training progress until employment is secured.
- Assisting in the certification of eligibility for enrollment into various programs, ensuring all documentation is complete for compliance with regulations.
- Aiding clients in securing employment through case management, skill enhancement, and networking opportunities.
- Guiding clients in the proper preparation of agency forms, resumes, and cover letters; overseeing job search activities; and advising clients on program policies, service availability, and related services.
- Recording and processing client, employer, and service information using appropriate forms and maintaining accurate computer files and records.
- Collaborating with Career Center Operations and partner agencies to coordinate unit activities.
Preferred Qualifications:
- Experience in supervising others, ensuring compliance with agency rules and guidelines.
- Proficiency in preparing and delivering employee performance reviews.
- Experience in developing and implementing Remedial Development Plans for employees.
- Knowledge of agency program functions, including Workforce Innovation Opportunities Act (WIOA), Trade, and Jobs for Veterans Grant (JVSG).
Minimum Entrance Requirements:
Applicants must possess at least four years of full-time or equivalent part-time professional or paraprofessional experience in fields such as personnel interviewing, recruitment, job placement, or counseling, with at least two years in a professional capacity. Educational substitutions may apply based on degrees obtained.
