Finance Operations Manager

The Housing Opportunities Commission of Montgomery County (HOC) is dedicated to addressing the community's need for affordable housing solutions. Established in 1974, HOC is empowered to acquire, manage, and operate housing, facilitate construction or renovation projects, secure financial assistance from various sources, and coordinate social services and resident support.

Position Overview:

The Finance Operations Manager is a pivotal role within the Finance division. The individual in this position will oversee daily financial operations, ensure compliance with reporting standards, manage audit processes, and fulfill additional responsibilities as required.

Key Responsibilities:

  • Direct and oversee the management of assigned Opportunity Housing Properties and Component Units Portfolio.
  • Organize and supervise the maintenance of financial records in accordance with established accounting standards.
  • Develop and implement comprehensive written procedures for financial operations.
  • Oversee the complete cycle of monthly financial reporting for designated entities, including general ledger management, account reconciliations, and month-end closing activities.
  • Coordinate the preparation of financial statements required by various funding entities and regulatory bodies.
  • Analyze financial data to project future financial conditions and assist in budget preparation, collaborating closely with the budgeting department.
  • Serve as the primary liaison for all audit-related activities, engaging with Federal, State, and Local officials.
  • Ensure timely and accurate completion of audit and tax services for the assigned entities.
  • Supervise and mentor staff, including conducting performance evaluations and managing personnel actions.
  • Facilitate collaboration on inter-divisional projects.
  • Perform additional related duties as necessary.

Minimum Qualifications:

Experience:

  • A minimum of 5 years of senior-level accounting experience.
  • At least 2 years of experience in a supervisory capacity.
  • A minimum of 2 years of experience in accounting or bookkeeping.

Education:

  • Bachelor's degree in Accounting from an accredited institution, along with a CPA or equivalent professional experience.

Knowledge, Skills, and Abilities:

  • Thorough understanding of accounting principles, practices, and regulations, including governmental and grant accounting.
  • Familiarity with modern office practices and accounting procedures.
  • Ability to acquire knowledge of governmental laws and regulations governing accounting activities.
  • Proficiency in developing and enhancing accounting methods and procedures.
  • Experience with computerized accounting systems and financial software.
  • Strong analytical skills to interpret financial data and resolve accounting issues.
  • Ability to effectively supervise and train team members.
  • Capability to plan and coordinate the activities of the Finance Department.
  • Excellent communication skills, both verbal and written.

* Salary Range: Min: $77,754 Mid: $104,851 Max: $131,949 | Salary determined by departmental budget- Offer commensurate with experience
