About the Organization:

The Housing Opportunities Commission (HOC) is dedicated to addressing the affordable housing needs of Montgomery County, having been established in 1974. HOC is empowered to acquire, manage, and operate housing, facilitate construction or renovation projects, and secure financial assistance from various sources to support its housing initiatives.

Position Overview:

This role is pivotal in overseeing and managing both HOC and non-HOC-owned/managed properties within the Resident Accounting and Public Fund departments. The incumbent will ensure the precise filing of invoices from HUD, County, and State entities. Responsibilities include preparing and analyzing financial statements and reports, providing insightful recommendations based on analyses, managing multiple ledgers and tasks, preparing documentation for auditors, and overseeing the preparation of regulatory reports such as REAC and single audits. Additionally, this position involves supervising and training accounting staff.

Minimum Qualifications:

Experience:

  • A minimum of four years of experience in accounting, including at least one year in a supervisory capacity.
  • Proficiency in various complex accounting areas, including AAP (both GASB and FASB) practices applicable to governmental and non-profit organizations.

Education:

  • A Bachelor's Degree in Accounting or a related field from an accredited college or university.

Knowledge, Skills, and Abilities:

  • Strong understanding of accounting principles and practices.
  • Familiarity with modern office practices and procedures related to accounting.
  • Ability to comprehend governmental laws, rules, and regulations governing accounting activities at HOC.
  • Proficient in using computerized spreadsheets, databases, and accounting systems.
  • Effective communication skills, both verbal and written.
  • Capability to supervise and mentor accounting personnel under their guidance.
