Lead Multifamily Financing Specialist:

The Housing Opportunities Commission of Montgomery County (HOC) is dedicated to addressing the need for affordable housing since its inception in 1974. HOC is empowered to acquire, manage, and operate housing; facilitate the construction or renovation of housing; secure financial assistance from various sources to support its housing initiatives; and coordinate social services, resident services, and childcare.

Role Summary:

The Lead Multifamily Financing Specialist is a pivotal supervisory role responsible for the evaluation and underwriting of multifamily real estate projects seeking financial support. The primary objectives are:

  1. To enhance the availability of housing for low- to moderate-income families through diverse financing and subsidy mechanisms.
  2. To generate revenue for the organization, contributing to the expansion of the multifamily bond portfolio.

This role is integral to the Mortgage Finance Division, focusing on the origination, processing, and finalization of mixed-income and affordable multifamily real estate loan transactions. The specialist will receive loan applications from both non-profit and for-profit entities, including HOC's Real Estate Division, and will assist in structuring multifamily financing solutions. Responsibilities include preparatory activities for financial commitments and the issuance of taxable and/or tax-exempt bonds or alternative financing methods.

Key Responsibilities:

  • Utilizes knowledge of HOC's Multifamily Program Guide and the Commission's lending practices to assess various loan applications.
  • Demonstrates proficiency in the application of regulations related to tax-exempt mortgage revenue bonds, the Federal Low-Income Housing Tax Credit Program, and other state and county housing initiatives.
  • Operates primarily in an office environment while occasionally visiting rental developments or prospective sites.
  • Exhibits sound judgment in managing and prioritizing workload effectively.
  • Contributes to the overall development process management, engaging with clients, public officials, and financial institutions, and is capable of presenting discussions and recommendations both orally and in writing.
  • Possesses a foundational understanding of procurement regulations, with a focus on HOC's Procurement Policy as it relates to the services required for fulfilling this role's responsibilities.
  • Performs additional duties as assigned.

Minimum Qualifications:

Experience:

  • A minimum of five years of progressively responsible experience in real estate finance, development, and investment.
  • At least two years of experience in data management and reporting, including supervisory responsibilities.
  • Experience must encompass transactions involving affordable and market-rate housing as well as mixed-use developments.

Education:

  • A Bachelor's degree in a related field is required.

Knowledge, Skills & Abilities:

  • Advanced computer skills (HMIS, Excel, Yardi preferred) with the capability to interpret and manipulate data.
  • Extensive knowledge and experience in processing and closing multifamily financing transactions, including HUD/FHA multifamily mortgage insurance and Federal Low-Income Housing Tax Credits (LIHTC), along with other housing finance programs.
  • Preferred experience with a Housing Finance Agency and/or Public Housing Authority.
  • Exceptional financial and analytical skills are essential.
  • Ability to manage multiple tasks and transactions while meeting deadlines.
  • Strong written and verbal communication skills are required.
  • Capability to deliver presentations to diverse audiences.

Salary Range: Min: $77,754 - Max: $131,949 | Salary determined by departmental budget - Offer commensurate with experience
