To qualify, candidates must satisfy the educational and experiential requirements outlined below.

Experience encompasses both paid and unpaid roles, including volunteer work through recognized service programs and other relevant organizations.

Credit will be given for all qualifying experiences, including volunteer roles.

Applicants must ensure their resumes accurately reflect their relevant experiences; if qualifying through education, transcripts will be required.

Basic Qualifications for Financial Auditors:
A

Educational Requirement:

A bachelor's degree (or higher) in accounting or auditing, or a degree in a related field such as business administration or finance, supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours in business law. or B.

Combination of Education and Experience:

A minimum of 4 years of experience in accounting, or a combination of relevant experience, college-level education, and training that provides professional accounting knowledge.

The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, which may include up to 6 hours of business law;
A certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through examination; or

Completion of a degree with substantial coursework in accounting or auditing, e.g., 15 semester hours, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related fields; and (c) except for minor nonconformance to the 24-semester-hour requirement, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic qualifications, candidates must also fulfill the following specialized experience requirements:

Specialized Experience:

One year of specialized experience which includes:
Exercising managerial authority over the internal review program, including responsibility for developing and executing an annual audit strategy;
Organizing audits and providing direction and technical guidance to audit teams;
Presenting briefings to officials on the validity of the audit program and methodologies used;
Defining objectives for implementing the audit program as it pertains to individual or team responsibilities;
Creating training materials related to the internal review program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Some federal positions allow for the substitution of education for the required specialized experience; however, for this role, no such substitution is permitted.

Time in Grade Requirement:
