Position Summary

The Procurement Specialist II will engage in various procurement functions, including the creation of contracts and purchase orders, managing requisition processes, and resolving pricing disputes. This role requires adherence to agency guidelines and purchasing policies throughout the negotiation and contract award phases.

Key Responsibilities
  • Procure goods, materials, and services in alignment with cost, quality, and delivery objectives.
  • Review and validate purchase requisitions for accuracy; authorize payments as per contract stipulations.
  • Collaborate with departments to ascertain delivery needs, specifications, and product quality, suggesting alternatives when necessary.
  • Draft invitations for bids (IFB), requests for proposals (RFP), and public works documents, ensuring appropriate terms and conditions are applied.
  • Evaluate bids and proposals, approving contracts that meet established criteria.
  • Oversee and manage awarded contracts, providing suppliers with guidance on procurement policies to address contract-related inquiries.
  • Conduct cost analyses on suppliers; assess products and services to recommend cost-saving measures.
  • Compile and analyze supplier performance data, ensuring compliance with contract terms.
  • Address supplier issues related to pricing, quality, delivery, or invoicing.
  • Maintain accurate procurement records and assist in audit processes.
  • Prepare purchase orders and manage related documentation.
  • Research and implement new procurement methodologies and technologies.
  • Build and maintain supplier relationships to ensure service continuity.
  • Handle confidential information with discretion.
  • Demonstrate regular and punctual attendance.
  • Perform additional duties as assigned.
Qualifications

Minimum Requirements

Associate's Degree in Business Administration, Public Administration, or a related field, along with two years of relevant experience; or an equivalent combination of education and experience. A valid driver's license is required.

Preferred Qualifications

Bachelor's Degree in Business Administration, Public Administration, or a related field, coupled with three years of experience in a government procurement role.

  • Excellent communication skills, both verbal and written.
