The Procurement Specialist II will engage in a variety of purchasing functions, including the creation of contracts and purchase orders, managing requisition processes, and resolving pricing disputes. The role demands strict adherence to agency guidelines, purchasing policies, and procedures throughout the negotiation and contract award phases.
Key Responsibilities
- Procure goods, materials, components, or services in alignment with established cost, quality, and delivery objectives.
- Review and validate purchase requisitions for accuracy and completeness; authorize payments in accordance with contract stipulations.
- Collaborate with various departments to clarify delivery requirements, specifications, quantities, and quality of products, recommending alternatives as necessary.
- Draft invitations for bids (IFB), requests for proposals (RFP), and requests for quotations (RFQ), ensuring that suitable terms and conditions are applied to effectively manage and mitigate risks.
- Evaluate bids, quotations, and proposals for products and services; endorse contracts that meet established standards.
- Oversee and manage awarded contracts; provide suppliers with guidance on procurement policies and procedures to address contract-related inquiries and issues.
- Conduct cost analyses on both new and existing suppliers; assess products, services, and business terms; propose cost-saving initiatives.
- Gather data on supplier performance; ensure compliance with contract terms and prepare findings for management review.
- Engage with suppliers to resolve issues related to pricing, quality, delivery, or invoicing.
- Maintain accurate records and reports regarding procurement activities; assist with federal and state audit processes.
- Prepare purchase orders, manage requisition and purchase order documentation, expedite deliveries, and resolve purchasing-related challenges.
- Draft contracts, amendments, and addenda as required.
- Explore innovative procurement methodologies and procedures, including technological strategies.
- Build and maintain supplier relationships to ensure continuity of service.
- Handle confidential information with discretion.
- Exhibit regular and punctual attendance.
- Perform additional duties as assigned.
Minimum Qualifications
Associate's Degree in Business Administration, Public Administration, or a related field, along with two years of relevant experience; or an equivalent combination of education and experience. A valid driver's license is required.
Preferred Qualifications
Bachelor's Degree in Business Administration, Public Administration, or a related field, with three years of experience in a government procurement role.
