Position Overview

The Procurement Specialist II will engage in a variety of purchasing functions, including the creation of contracts and purchase orders, managing requisition processes, and resolving pricing disputes. The role requires adherence to agency guidelines and procurement policies throughout the negotiation and contract award phases.

Key Responsibilities
  • Procure goods, materials, and services that meet established cost, quality, and delivery criteria.
  • Review and process purchase requisitions for accuracy and completeness; authorize payments in line with contract stipulations.
  • Collaborate with departments to ascertain delivery needs, specifications, and product quality, suggesting alternatives when necessary.
  • Draft invitations for bids (IFB), requests for proposals (RFP), and other procurement documents, ensuring appropriate terms and conditions are included to effectively manage risk.
  • Evaluate bids, quotations, and proposals for products and services; approve and recommend contracts that align with organizational standards.
  • Oversee and manage awarded contracts; provide suppliers with clarifications regarding procurement policies to address contract-related inquiries.
  • Conduct cost analyses on new and existing suppliers; assess products, services, and business terms; recommend cost-saving measures.
  • Gather data on supplier performance; ensure compliance with contract terms and prepare reports for management review.
  • Engage with suppliers to resolve issues related to pricing, quality, delivery, or invoicing.
  • Maintain accurate procurement activity records and assist in audit processes.
  • Prepare purchase orders and manage requisition and purchase order documentation.
  • Draft contracts, amendments, and addenda as required.
  • Explore new procurement methodologies and technological strategies.
  • Build and maintain supplier relationships to ensure continuity of service.
  • Handle confidential information with discretion.
  • Demonstrate consistent and punctual attendance.
  • Perform additional duties as assigned.
Qualifications

Minimum Qualifications

Associate's Degree in Business Administration, Public Administration, or a related field, along with two years of relevant experience; or an equivalent combination of education and experience. A valid driver's license is required.

Preferred Qualifications

Bachelor's Degree in Business Administration, Public Administration, or a related field, with three years of experience in a government procurement role.

Knowledge, Skills & Abilities
  • Understanding of Federal, State, and local procurement laws and regulations.
  • Familiarity with procurement theories, practices, and contract administration.
  • Ability to research and analyze market trends and products.
  • Strong negotiation and customer service skills.
  • Proficient in data compilation and analysis for reporting purposes.
  • Effective technical writing and communication skills.
  • Ability to work independently and as part of a team, managing time and organizational skills effectively.
  • Sound judgment in decision-making.
