The Utility Lead P&C Commissioning Engineer will oversee the commissioning of transmission and distribution substation modifications or additions, ensuring proper installation, functionality, and energization.

This role involves coordinating all Apparatus and Relay Testing Activities, Functional Test Activities, and documenting the As-Left/As-Built Station Status (including Station Prints and As-Left Relay Settings).

Key responsibilities encompass the development of On-Site equipment/Relay Work Orders, Isolation (Cut-Over) Plans, Functional Test Plans, Document Control, CIP Equipment Lists, Bar-Coding, Final Document Uploads (Project Wise), Project Binder completion, Equipment Energization lists, Equipment Energization Notifications, and Unintended Incident notifications.

The Utility Lead P&C Commissioning Engineer acts as a safeguard to identify and rectify any errors introduced by incorrectly engineered design packages or installations, ensuring the safety of personnel and the reliability of the T&D System.

  • Ability to interpret engineering drawings and specifications to comprehend the purpose and functionality of substations. Familiarity with various protection schemes for effective checkout techniques and troubleshooting.
  • Provide oversight for substation installations, including developing check-out guides, reviewing and approving test results, and creating equipment energization plans to mitigate system risks.
  • Proven capability to apply engineering expertise and operational knowledge to identify and resolve technical issues in the field during installation and testing phases.
  • Coordinate on-site equipment, Work Plans, Isolation (Cut-Over) plans, Functional Test Plans, equipment lists, final documentation uploads, complete Project Binder, Equipment Energization lists, Equipment Energization Notifications, and Unintended Incident notifications.
  • Identify and correct design errors.
  • Offer administrative and technical support for field-related substation testing and commissioning activities. Plan, execute, coordinate, and supervise on-site testing and commissioning activities as dictated by project scope.
  • Provide field engineering support to electricians in wiring substation protective relaying and control systems, ensuring compliance with design drawings.
  • A Commissioning Engineer is expected to support multiple capital projects.

Qualifications:


  • Bachelor of Science degree in electrical engineering or engineering technology from an accredited institution.
  • A minimum of 7 years of relevant substation field engineering experience.
  • Legally authorized to work in the Client States without company sponsorship.

Preferred

Qualifications:


  • 10+ years of relevant substation field engineering experience.
  • Level 3/4 NETA or NICET Certification.
  • Professional Engineering License.

Position Success Criteria:

  • Demonstrated relevant experience in substation field engineering services and technical support for the construction, testing, and commissioning of substation equipment up to and including 500kV.

This includes, but is not limited to, Protective Relays, Relay Panels, AC/DC Panels, Battery Systems, Breakers, Transformers, SSVTs, CCVTs, PTs, CTs, Linear Couples, etc., along with the development of isolation plans and procedures.

  • Proven ability to communicate technical information to non-technical personnel, educate customers, and present information to both internal and external stakeholders.
  • Working knowledge of all software packages relevant to successful task performance.
o Relay Test Software - Enoserve (RTS) and Doble Protection Suite
o Relay Communication Software - SEL Compass, AcSELerator Quickset (SEL 5030), Client (Enervista Launchpad), RFL (GARD PRO), and other common industry software.

  • Knowledge and adherence to safety precautions related to working with electrical and electronic equipment.
  • Demonstrated ability to provide service and represent company interests in developing customer relationships to ensure long-term satisfaction.
  • Willingness and aptitude for training and mentoring technicians and other members of the technical engineering team.
  • Submit to periodic customer-required background and drug screenings.
  • Extended hours and consecutive days may be required during commissioning activities.
  • Possess and maintain a valid and unrestricted driver's license.
