Program Summary

The Family Practice & Counseling Network (FPCN) provides comprehensive primary care, dental and behavioral health services. We stand behind the belief that all people are entitled to accessible, comprehensive, quality, and affordable health care, and that care must be delivered in a culturally competent, trauma-informed and compassionate manner by caring for the whole person – mind, body & spirit. The network’s mission is to provide person-centered, integrated and comprehensive health services to individuals and families across their lifespan. The network promotes resiliency and well-being among patients, staff and surrounding communities.


We are a network of 3 comprehensive health centers, one convenient care center and six school-based health centers in Philadelphia. Today, FPCN serves more than 15,000 patients annually and is a NCQA certified Patient-Centered Medical Home and recognized by HRSA as a National Quality Leader for Behavioral Health.


FPCN is opening Philadelphia’s First Birth Center; its collaborating hospital is the University of Pennsylvania Hospital. This brand new 30,000 sq ft space will feature exam rooms, birthing suites, community meeting rooms and a gorgeous community garden park. The Family Health and Birthing Center will provide full prenatal, birth, and postpartum care in Southwest Philadelphia. Services include education on nutrition, exercise, childbirth preparation, breastfeeding, infant, and self-care; and mental health and substance abuse therapy for those who need it. These services will be provided by interdisciplinary teams of professionals led by nurse midwives and doulas, including behavioral health specialists, addiction counselors, social workers, and registered nurses. Additional services will include transportation assistance; lactation counseling; prenatal and parenting education; legal services; and complementary mind/body services, such as yoga, massage, and meditation. All staff will have training in anti-racism, justice, diversity, and inclusion (A-JEDI), trauma-informed care, and sanctuary model practices.

Position Summary

The Talent Acquisition Manager is responsible for finding and attracting highly qualified talent for the Family Practice and Counseling Network (FPCN). This is a Healthcare Recruiter role that will manage the full-cycle recruiting process, partner with hiring managers in the development and implementation of successful recruitment strategies; and engage with all levels of stakeholders to provide support, resources, and analytics that align with organizational goals.


Essential Duties and Functions

Talent Acquisition/Recruiting

1. Manage the recruitment life cycle to include proactive talent sourcing, strategic candidate evaluation, streamlined interview coordination, employment offers, comprehensive candidate onboarding support, and new hire orientation.

2. Salary Determination in partnership with Human Resources, Job Offers, Pre-employment background screenings & references.

3. Provide best in class experience for FPCN recruiting and onboarding.

4. Serve as brand ambassador for FPCN internally and externally with a goal of networking and relationship building.

a. Provide candidates with in-depth information about our company culture, values, and career opportunities.

b. Build Networks and utilize resources to ensure that FPCN has a diverse pipeline of highly qualified Healthcare talent, including networking at colleges, universities, trade schools, professional associations, & community partners; recruiting via job boards, online platforms & social media; participation in community events, career fairs & FPCN hiring events; etc.

5. Manage respective candidate pipeline to ensure a strong pool of qualified candidates, students and volunteers remain engaged in current or future opportunities.

6. Maintain the flow & staging of applicants, and onboarding of new hires using the current applicant tracking system (ATS).

7. Maintain current knowledge and execution of talent strategy & various interview methods.

8. Continued supervision of FPCN’s talent acquisition process to include streamlining processes, solving problems, and identifying areas in need of improvement.


Strategy & Collaboration

1. Develop and implement innovative strategies for talent acquisition and retention of FPCN workforce to optimize talent acquisition processes and initiatives for talent alignment with business objectives. This includes

a. Participation in the development of department goals, objectives and systems;

b. Critically evaluating current FPCN talent acquisition and retention procedures;

c. Recommending new approaches, policies and procedures to effect continual improvements in efficiency of FPCN talent

acquisition and retention;

d. Overseeing the implementation of changes to relevant procedures and workflows.

2. Create processes to ensure that job requirements and expectations are clearly understood, and candidates are assessed against appropriate criteria and FPCN values.

3. Establish positive working relationships and credibility with all stakeholders. This includes

a. Internal stakeholders at all levels to drive engagement network-wide, and

b. External stakeholders to build essential community partnerships.

4. Partner with Network Leadership to understand organizational goals to forecast and perform workforce planning analysis to anticipate future employment needs, and to evaluate the effectiveness of recruiting tools and processes.

5. Collaborate with Human Resources and Network leadership in the design of effective job descriptions and advertisements, salary determination, etc.

6. Partner with Human Resources and Credentialing

7. Manage vendor relationships, contract negotiation and supports budget development of the talent acquisition and retention program.

8. Partner with Human Resources, AJEDI and assigned committees to develop and drive employee engagement and positive outcomes through initiatives that generate excitement towards FPCN values, goals, and culture.


Administration

1. Manage the ATS/HRIS for FPCN Recruiting and HR Onboarding, to include applicant staging, communications, job offers, employment eligibility, background screenings, etc.

2. Create periodic reports and analyze key performance indicators and metrics. This includes

a. Weekly monitoring FPCN’s talent acquisition and retention KPIs such as time-to-hire and cost-per-hire, effectiveness of

recruiting sources, etc.

b. Quarterly CQI reporting on all talent activity, labor market conditions, etc.;

c. Regular maintenance of the Open Positions and the Workforce Reports;

d. Review and analyze data from Exit Interview Surveys;

e. Conduct Workforce Analysis and other reporting analysis where applicable.

3. Adhere to budget and established timelines for Talent Acquisition advertising, candidate sourcing, salary determination, background screenings, etc.

4. Ensure policies, procedures and talent acquisition and retention programs are consistently administered, aligned with organizational goals and are compliant with professional standards, state and federal regulatory requirements and laws.

5. Other duties as assigned.

Qualifications

  • Bachelor’s Degree in Human Resources or other related field; AND 3 years Full Cycle Recruiting experience (Healthcare experience preferred), PLUS an professional Certification in Human Resources or Talent Acquisition (PHR, SHRM-CP, SHRM-TAS, CRP).

OR

Bachelor’s Degree in Human Resources or other related field; AND 5 years Full Cycle Recruiting experience (Healthcare

experience preferred), PLUS a commitment to obtain a professional Certification in Human Resources or Talent Acquisition (PHR,

SHRM-CP, SHRM-TAS, CRP) within 1 year of hire.


  • 1 year managing and reporting from an ATS/HRIS (Paylocity, Paycor preferred).
  • Knowledge of HR Employment Laws and regulations (preferably in Healthcare).
  • Proficient in Microsoft Office Suite Applications and ability to learn other applicable systems used within the network.
  • Proven track record of high-volume recruiting for multiple sites and positions, prioritizing tasks, using job boards, professional social media platforms and other passive recruitment tools.
  • Must be able to work successfully in an environment with frequently changing priorities, track and manage up-to-date information, respond proactively, and handle workflow with minimal supervision.
  • Exceptional interpersonal & communication skills; keen attention to detail; adherence to HR standards of confidentiality; and commitment to delivering an excellent candidate experience.
  • TB, Hep B, COVID Vaccination required.
  • Current CPR Certification or willingness to obtain within 90 days of hire.
  • Current Driver’s License and/or reliable transportation to travel to various FPCN locations & events.
  • Ability to pass required background screenings, including a criminal check.
