Job Announcement

Serves as a member of the GIS team that utilizes spatially enabled applications, database management systems, and business intelligence applications to design and develop solutions for public safety and emergency management incident responses and strategic decisions in the Fire and Rescue Department. Collaborates with other county agencies, local jurisdictions, and regional partners to perform complex spatial analysis and integrate data. Drives to various locations throughout the county to conduct site visits, in order to confirm the GIS data (hydrants, dry hydrants, access, etc.) is accurate within the system. Ensures fire box and response plans are updated in CAD to reflect evolving county development. Plans, evaluates, and implements new GIS systems or upgrades to existing solutions that enhance operational and administrative functionality for the agency. Meets with customers to determine system needs during implementation, system upgrades or enhancements. Organizes, prepares, and maintains system documentation. Participates in developing COOP and DR for agency systems and evaluating new technologies supporting agency tactical technology, IoT for public safety, and agency strategic planning.

Performs spatial analysis;Analyzes, enhances and maintains project specific GIS/Spatial applications;Contributes to development of application/data on usage standards;Meets with users to identify GIS requirements (application, business database, business process);Recommends or develops database enhancements for GIS data layers;Loads data into the GIS database using documented processes and tools;Writes basic database queries;Provides technical support for complex hardware/application problems;Provides training, guidance and assistance to lower-level analysts;Analyzes, develops, enhances, and maintains GIS software;Codes, tests, debugs, and documents basic GIS applications;Prepares data, system, or process flow charts;Prepares user documentation and trains users on the use of customized applications;Designs and manages application implementation plans;Serves as liaison between users and vendor technical support staff on complex GIS issues;Attends meetings and conferences related to GIS;Performs any of the illustrative duties in support of the Emergency Operations Center (EOC).

Required Knowledge Skills and Abilities

Knowledge of principles, practices, and methods related to GIS;Knowledge of functional and technical requirements for GIS hardware and software;Knowledge of GIS applications such as County Standard GIS software, Microsoft Office Suite, etc.;Knowledge of and experience with techniques for spatial analysis, geocoding, etc.;Knowledge of GIS spatial application development techniques;Ability to analyze user needs, processes and procedures for GIS applications;Ability to document system modifications and enhancements;Ability to assist users in solving systems and programming problems;Ability to translate technical terminology into terms understandable to management and employees;Ability to establish and maintain effective business relationships.

Employment Standards

MINIMUM QUALIFICATIONS:

Bachelor's degree in computer science, geography or related field; plus, one year of experience working with and developing systems utilizing GIS platforms such as ESRI's ArcGIS Desktop or Server software suites; or performing GIS modeling (e.g., feature classes), and spatial analysis (e.g., such as proximity analysis, image analysis, routing analysis).

PREFERRED QUALIFICATIONS: Familiarity with Esri ArcGIS Enterprise, Esri ArcGIS Server, Esri ArcGIS Portal, Esri ArcGIS Pro, Esri ArcGIS GeoEvent Server, Esri ArcGIS Spatiotemporal Big Data Store, Esri ArcGIS Online. Experience with relational databases, such as Microsoft SQL Server, PostgreSQL, or Oracle Experience with Microsoft Power BI, Microsoft Power Automate, or similar tools. Familiarity with Survey123 for ArcGIS, ArcGIS Quick Capture, ArcGIS Experience Builder, ArcGIS Insights, ArcGIS Pro Model Builder, Spatial Analyst Extension, Network Analyst Extension. Experience managing content within relational databases and enterprise geodatabases. Considerable knowledge of writing scripts such as SQL, Python. Considerable knowledge and experience with Esri's Arcade Expression Language Considerable knowledge of common data interfaces, such as REST APIs. Excellent verbal and written communication skills. Familiarity with the Agile development methodology Ability to report on project status effectively to non-technical audiences, including department leadership and field personnel. Prior experience as a paramedic, EMT, or other experience within a Fire Department or EMS system. CERTIFICATES AND LICENSES REQUIRED:

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, sanctions screening and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs.
Visual acuity to review detailed drawings, plans and documents. All duties may be performed with or without reasonable accommodations.
