Job Announcement

This position develops implements the overall community risk reduction / life safety strategies for the Fire and Rescue Department. The following are the duties and responsibilities of the position: Develops and maintains a community risk assessment, analyzing department statistics and census data to determine risk reduction deficiencies/needs in development of appropriate multimedia education and community programs in fire safety and injury prevention. Develops, modifies and implements education and risk reduction programs to reflect identified needs as determined in the community risk assessment. Develops and assists with the implementation of goals, objectives, policies procedures and priorities regarding prevention and community risk reduction. Engagement and involvement with field personnel in support of risk reduction programs. Coordinates and collaborates with all bureaus, divisions, and multiple private and public partners to analyze the educational needs of the community and promotes educational products and messages for staff and the community at large. Coordinates training staff to deliver key safety messages using various approaches. Create, support and sustain effective internal and external partnerships and consistently demonstrate an understanding of and respect for all members of a diverse community. Makes presentations to resident groups, businesses and schools, including leading discussions, using multi and social media and answering questions on fire and injury prevention, and emergency preparedness. Works collaboratively with Prevention Staff, Life Safety Education and the Public Information Office to ensure consistent, appropriate communications with stakeholders. Develops selection criteria to hire personnel; conducts performance management of subordinate personnel; ensures that assigned personnel meet all training standards; Identifies deficient skills among subordinates and plans and implements remedial training; serves as a coach and mentor in the professional development of subordinates; Initiates disciplinary action or reviews disciplinary actions recommended by subordinate supervisors. Performs other duties as required.
Note: The assigned functional areas of this position are Risk management, Life Safety Education, Fire Safety and Emergency Preparedness.

Independently designs, develops, and coordinates ongoing department programs and special projects;Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;Provides guidance, recommendations, and advice to departmental managers;Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus, four years of professional work experience within the functional area.

PREFERRED QUALIFICATIONS: Experience in managing a fire-based community risk reduction program. Fire Inspector, NFPA 1031, I/II through the Virginia Fire Marshal Academy (VFMA). CORE Module through Virginia Department of Housing and Community Development. Public Fire and Life Safety Educator, NFPA 1035, I/II. Juvenile Fire Setter Intervention Specialist I/II through VFMA. Youth Fire-setting Prevention and Intervention through the National Fire Academy.
CERTIFICATES AND LICENSES REQUIRED:
Driver's license (Required)Public Fire and Life Safety Educator, NFPA 1035, I/II (Within 12-18 months)Juvenile Fire Setter Intervention Specialist I & II through the Virginia Fire Marshal Academy (Within 12-18 months)Youth Fire-setting Prevention and Intervention through the National Fire Academy (Within 12-18 months)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, sanctions screening and driving record check to the satisfaction of the employer.
