Illustrative Duties

Performs spatial analysis;Analyzes, enhances and maintains project specificGIS/Spatial applications;Contributes to development of application/data on usage standards;Meets with users to identify GIS requirements (application, business database, business process);Prepares training classes;Prepares necessary technical document such as SDLCS docs for spatial systems;Recommends or develops database enhancements for GIS data layers;Develops acceptance test for individual GIS hardware and software products;Develops and writes GIS training materials;Teaches full range of GIS courses;Loads data into the GIS database using documented processes and tools;Creates or oversees database updates;Writes basic database queries;Provides technical support for complex hardware/application problems;Provides training, guidance and assistance to lower-level analysts;Analyzes, develops, enhances, and maintains GIS software;Codes, tests, debugs, and documents basic GIS applications;Prepares data, system, or process flow charts;Prepares user documentation and trains users on the use of customized applications;Designs and manages application implementation plans;Serves as liaison between users and vendor technical support staff on complex GIS issues;Attends meetings and conferences related to GIS;Performs any of the illustrative duties in support of the Emergency Operations Center (EOC).

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer science, geography or related field,; plus one year of experience working with and developing systems utilizing GIS platforms such as ESRI's ArcGIS Desktop or Server software suites; or performing GIS modeling (e.g., feature classes), and spatial analysis (e.g., such as proximity analysis, image analysis, routing analysis).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background and driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. Bachelor's and/or master's degree in land surveying, geodesy, geomatics, GIS, geography, engineering, or related field.
  2. Three or more years of progressive professional GIS experience in the following:
  3. Modeling, editing, analyzing, and managing GIS data in file and versioned enterprise geodatabase formats. Developing standard data queries using Microsoft SQL Server Management Studio. Configuring out-of-box esri data management tools such as Attribute Assistant or Attribute Rules to streamline and validate data input.
  4. Performing standard and advanced geospatial analysis, cartographic design, and data visualization using ArcGIS Pro, ArcMap, Insights, etc. Experience performing network tracing, overland flow, asset management, etc.
  5. Managing cadastral data-sets; professional Land Surveying in AutoCAD; and GIS experience editing and cartographically communicating enterprise GIS data using esri desktop products (i.e., ArcMap and / or ArcGIS Pro)
  6. Reviewing surveys, engineering plans, and land records and transferring information into GIS using standard coordinate geometry (COGO) tools in esri desktop products.
  7. Configuring and sustaining desktop and mobile web GIS applications hosted in ArcGIS Online and ArcGIS Enterprise. Specific GIS applications include Collector, Geocortex, Survey123, Field Maps, Web App Builder, etc. Experience using Arcade and HTML to extent the front-end usability of GIS data in web and native clients.
  8. Creating ModelBuilder and Python tools to automate routine GIS processing tasks.
  9. Two or more years of progressive professional experience in managing small to medium-sized geospatial projects and tasks including stakeholder engagement, requirements gathering and analysis, scope development, iterative development, and delivery, change management, training delivery, acceptance and closing, and operational sustainment.
  10. Working knowledge of public works-related workflows (e.g., stormwater, wastewater, urban forestry, and solid waste) and experience integrating GIS with existing operational enterprise IT systems (e.g., work order management, project management, customer billing, etc.).PHYSICAL REQUIREMENTS:
    Ability to input, access, and retrieve information from a computer and smart device. Ability to lift and carry 30 pounds. Ability to physically navigate rough and slippery terrain found at typical construction/project sites for visual inspection. Ability to read, understand, and produce written and typed documents proficiently. Ability to sit and work at PC for extended periods. Visual Acuity for fine detail and color perception review detailed drawings, plans, and documents. All duties are performed with or without reasonable accommodation.
