Our department continues to advance our informatics and IT program, and this role will play a key part in our data modernization initiatives and will report under the direction of the Public Health Data Manager (BAIII).

The position provides data management and analysis for the purpose of extracting meaningful business insights of the department's IT managed data sources. Performs data analysis related to mandates at the local, state, and federal reporting requirements and serves as one of the technical data experts within the Informatics and IT team. Works with department's divisions and programs to analyze requirements, resolve problems related to data standards, support development and testing activities, creates and optimize statistical models and algorithms, and provide user support and training in the use of data tools. May need to utilize various statistical software, database and development tools to monitor, analyze, report, and visualize data, including SSRS, Visual Studio, R Studio Pro, SPSS, GIS, or PowerBI.

Develops reports to track key program measures and analyze data to assess outcomes, identifies data gaps, and implements improvements such as changes to business practices, data collection and related processes and procedures. Collaborates with the county's Department of Information Technology (DIT) to evaluate options and obtain approvals for solutions, based on county technology standards and integration requirements. Additional support may be needed as a liaison to software vendors, DIT staff, and partner organizations to implement, maintain, and enhance the assigned data systems. Under direction of the IT Informatics Director and reporting to the Public Health Data Manager, participate in strategic business and/or technical planning for assigned business areas at the division, department, Health and Human Services and/or county level.

Required Knowledge Skills and Abilities

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of information systems and the components that process data;
Knowledge of the principles, practices, and methods related to information architecture;
Knowledge of data administration areas such as policies and standards, data definition, modeling and logical design, database design, and quality control;
Knowledge of data concepts such as syntax, taxonomy, and hierarchy;
Knowledge of relational databases (such as Oracle or DB2) and CASE tools;
Skill in brainstorming, presenting, sharing, discussing, and defending ideas;
Skill in problem-solving, with appreciation and respect for diversity of differing professional views;
Skill working with data modeling tools and relational databases;
Ability to establish and maintain effective business relationships;
Ability to help stakeholders effectively resolve issues related to cross-agency data sharing, usage conflicts, and data inconsistencies;
Ability to follow special formatting requirements and conventions in work products;
Ability to establish and maintain appropriate version control over work products;
Ability to communicate effectively, both orally and in writing;
Ability to make use of provided resources and seek guidance as needed;
Ability to analyze and evaluate administrative processes and procedures for data analysis purposes;

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a degree in Information Technology, Information Systems, Computer Science, Business Administration, or related field AND coursework in analytics, biosystematics, biology, information architecture, engineering, library science, statistics, sociology, demographics, and/or marketing; Plus three years of data analysis and information experience in an academic, data administration, or analytics environment that involves using data modeling, ad hoc query, or business intelligence tools, relational databases, metadata and/or taxonomy.

PREFERRED QUALIFICATIONS:Familiarity with and experience managing and developing data related solutions for human services and/or public health systems.Experience with the Microsoft Dataverse and writing and managing SQL scripts for queries and data modeling.Familiarity of solutions within the Microsoft Azure and PowerApps Platform and SharePoint environments will be valuable.Other skill sets may include use of SQL client scripts and tools for data exchanging processes, Python development experience with data manipulation modules and Web APIs (RestAPI, HTTPS, Web Authentication, SSL, pyODBC, JSON).Experience in the creation of statistical models and algorithms, maintaining and updating Power BI Reports and data processes from various web sources.Preferred candidates will have familiarity with health data standards such as HL7 and Fast Healthcare Interoperability Resources (FHIR).Ability to build collaborative partnerships across state and county agencies.Ability to manage multiple tasks simultaneously, work independently and in a collaborative team environment.Possess excellent customer service skills with the ability to interact in a friendly, service oriented and professional manner with internal and external customers.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and job requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; uses hands to grasp, handle, or feel. Employee may be required to lift or carry up to 25 lbs. occasionally. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Ability to drive a motor vehicle. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.
