Duties

What will I do in this position if hired?

In this position, you will collaborate with Department of Homeland Security (DHS) counterparts to understand Foreign Intelligence Entity (FIE)
threats and/or risks to FEMA and Department. Typical assignments include:
Performing moderate-level support work in conducting defensive counterintelligence awareness and reporting (CIAR)
training for FEMA personnel, partners, and stakeholders sensitizing them to the threats posed by FIEs. Interacting with liaison contacts for operational coordination, information sharing, and other matters of mutual
or multi-jurisdictional interests. Serving as a consultant on counterintelligence issues involving FEMA personnel, information, equipment, facilities,
operations, suppliers, and systems providing advice and guidance as appropriate. Conducting debriefings and interviews to obtain information of security, counterintelligence, investigatory and/or
intelligence value. Incumbent prepares and presents briefings for senior USG officials to articulate FIE threat to FEMA equities.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Performing and applying national level counterintelligence investigative and operational requirements enabling collections and referrals and, Performing national level counterintelligence support through functional services and overt collection activities and, Performing national level counterintelligence support to research, development, and acquisitions; counterintelligence support to critical infrastructure and program protection; and in conducting research supporting oral and in written communications aligned with national level intelligence activities designed to mitigate, identify, and disrupt foreign intelligence entity (FIE) threats.
