Job Overview

Graham Technologies (GTECH) is seeking an Intelligence Watch Officer to enhance our dynamic and growing team. In this pivotal role, you will be instrumental in facilitating 24/7 Intelligence Operations Center (IOC) functions, delivering essential intelligence insights, and guaranteeing the smooth operation of the IOC. This position demands a profound understanding of intelligence processes, document management, and effective communication with high-ranking officials.

Key Responsibilities:

  1. Continuous IOC Support:
  • Deliver uninterrupted support as directed by governmental requirements.

Intelligence Reporting:

  • Supply timely intelligence updates to IN leadership through notification reports, situation assessments, and the preparation of briefing materials and National Security Council (NSC) documents.
  • Present briefings to IN senior officials and, when authorized, to customer principals regarding ongoing intelligence matters and urgent developments.

Document Management:

  • Receive, transmit, oversee, and disseminate vital documents for senior leadership.
  • Ensure all documents entering or leaving the IOC are accurately logged, digitized, and archived.
  • Maintain a comprehensive document storage strategy, encompassing both short-term and long-term management of physical and digital records.
  • Implement retention protocols for the disposal of documents that are no longer necessary for operational purposes.

Operational Systems Management:

  • Utilize intelligence and national security information systems, acting as the Department's liaison with the U.S. Intelligence Community for urgent activities.

Support for Senior Officials:

  • Assist senior customer officials during international assignments.

Equipment and Documentation Oversight:

  • Establish processes and execute procedures for the upkeep of Intelligence Operations Center equipment and documentation.
  • Revise emergency deployment kits and departmental emergency contact lists.

Research and Analysis:

  • Conduct thorough research and analysis of intricate operational challenges and disseminate information sourced from intelligence, operations, and open channels.

Briefings and Documentation:

  • Ensure the prompt, precise, and focused delivery of briefings, reports, papers, responses to inquiries, coordination of articles, desk notes, information papers, and presentation slides.
  • Print, distribute, and review briefing materials, maintaining a high standard of accuracy and professionalism in writing.

Administrative and Operational Duties:

  • Execute various administrative and operational functions to support the efficient running of the IOC.
  • Assist with special projects and additional responsibilities in response to emerging needs.
  • Fulfill the duties of the Executive Secretariat during non-business hours as necessary.

Qualifications:

  • Active DOE Q and SCI or DOD TS/SCI clearance.
  • Bachelor's Degree in a relevant field or eight years of applicable experience may substitute for a degree.
  • A minimum of four years of experience is required, including at least one year in an intelligence watch capacity.
  • Exceptional program management, business acumen, and problem-solving abilities.
  • Strong verbal and written communication skills, conflict resolution capabilities, and the ability to effectively brief various intelligence community officials and senior leaders.
  • Experience with comprehensive information sources, including HUMINT, SIGINT, IMINT, Open Source, and ELINT.
  • Familiarity with the Intelligence Community and specialized knowledge of U.S. Intelligence Community capabilities and operations.
  • Proficient in intelligence research, analysis, and production.
  • Knowledge of intelligence and national security communication systems.

Preferred Qualifications:

  • Master's Degree in a relevant field.
  • Understanding of DOE-IN functions, policies, and responsibilities.
  • Experience in cloud and network security engineering.
