The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The New York City Administration for Children’s Services is seeking an exceptional candidate for the position of Assistant Commissioner of Administration for Horizon Juvenile Center for the Division of Youth and Family Justice (DYFJ), which oversees juvenile detention and placement services in New York City as well as a host of community alternatives across the juvenile justice continuum.

Reporting directly to the Associate Commissioner of Horizon Juvenile Center in the Bronx, the Assistant Commissioner of Administration will work across ACS divisions to plan and execute efforts to improve detention operations including initiatives related to staffing, training, facilities maintenance, cleaning, painting, service delivery, inventory management, purchasing, recordkeeping, relationship management with oversight entities, and overall quality assurance. The Assistant Commissioner will be responsible for creating a consistent planning and implementation process for new and ongoing secure detention initiatives, promoting, building, and streamlining integrated protocols for justice involved youth, and implementing internal quality assurance protocols to enhance operational integrity and consistency.

Specific duties will include, but are not limited to the following:

- Effectively manage high-priority, high-complexity projects involving multiple stakeholders and cross-functional teams.
- Implement Deputy Commissioner and Associate Commissioner strategic vision for the facility to enhance the quality of care for youth, the work environment for staff, and preserve public safety.
- Lead facility purchasing and procurement coordination, in conjunction with Office of the COO.
- Collaborate with other DYFJ units and ACS divisions to implement a quality assurance/quality control process for documentation in secure detention.
- Liaise with the NYC Department of Investigation, NYS Justice Center, and the NYS Office of Children and Families to ensure timely responsiveness to inquiries.
- Implement comprehensive staff management and data tracking protocols and effectively communicate with Office of Human Resources on CityTime, worker’s compensation, long-term leaves, and employee/contractor clearances.
- Coordinate with ACS Division of Administration, ACS Police, and Operations staff to ensure that facility repairs are identified and addressed in a timely manner.
- Work closely with the facility leadership and Group Services staff to identify and address priority areas for training and professional development for staff at all levels and in conjunction with the Office of the COO, improve recruitment, training, and retention of secure detention staff.
- Support effort to draft, review and update key divisional materials, protocols, policies, and procedures in conjunction with the Policy, Legal, and Compliance unit;
- Plan, develop, and coordinate ongoing training programs for secure detention staff to ensure all staff are in full compliance with all outstanding directives, facility orders, and DYFJ policies.
- Collaborate with system stakeholders, including the judiciary, attorneys, city agencies, advocates, community groups and others to promote an effective and responsive facility.
- Perform other projects and duties as assigned.

Minimum Qualifications

1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.


Preferred Skills
The preferred candidate should possess the following:- Considerable expertise and direct experience in managing complex systems serving children and families involved in the justice system at all ages in New York and/or other jurisdictions.- Extensive knowledge of current national juvenile justice research, practice and policy.- General knowledge and understanding of New York State social service regulations, the Family Court Act and other controlling New York statutes and laws pertaining to justice involved youth.- Knowledge and experience with implementing national standards issued by the Council on Accreditation, the American Correctional Association and/or Performance Based Standards. - A history of serving in effective managerial and/or supervisory capacities is viewed as critical and necessary for this position.- Demonstrated superior judgment and management abilities.- Proven track record of achievements in child welfare, juvenile delinquency, criminal justice and court systems, government operations, and/or social services.- Ability to work with and understand adolescents and their families.- Experience and ability managing professional and civil service staff.- Ability to problem-solve and make decisions in a timely manner.- Ability to respond to emergent issues and work under time pressure.- Strong organizational, written, and oral communication skills.- Ability to lead and work as part of a team, as well as independently to achieve necessary results.-Ability to prioritize tasks and undertake several critical projects at one time. - Experience in city administration and/or city government is preferred and a substantial understanding of the juvenile justice system is required.
