Job Summary

The City of New York is seeking a highly skilled and experienced Administrative Staff Analyst to serve as the Assistant Deputy Commissioner - Administration and Planning. This key role will provide critical support to the Deputy Commissioner, overseeing the management of the Domestic Violence Services (DVS) fiscal operating budget, procurement, and contract management.

Key Responsibilities
  • Provide executive oversight of the management of DVS fiscal operating budget, including negotiating with the Division of Finance and the Mayor's Office of Management and Budget.
  • Monitor operations controls and adherence to oversight agency requirements.
  • Provide executive oversight of the management of DVS procurement and contract management of services targeted to citywide domestic violence emergency and transitional shelter, non-residential domestic violence services program, and the Teen RAPP program.
  • Develop and implement short- and long-term financial strategies that support DVS programmatic and administrative priorities.
  • Contribute to the development, strategic planning, and implementation of DVS program design and monitoring.
  • Develop, interpret, communicate, and maintain fiscal, procurement, and personnel policies in alignment with program design.
  • Represent the agency at internal and external meetings to advise on DVS program policies, performance, benchmarks, and data reporting.
Requirements
  • A master's degree from an accredited college in economics, finance, accounting, business, or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field.
  • Two years of satisfactory full-time professional experience in one or a combination of the following: budget administration, accounting, economic or financial administration, or fiscal or economic research; management or methods analysis, operations research, organizational research, or program evaluation; personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, supervising staff performing professional work in the areas described above.
