Position Overview

The New York City Department of Correction (DOC) plays a vital role in the City’s evolving criminal justice framework, engaging in reform initiatives and strategies aimed at transitioning to a more efficient jail system while ensuring public safety is not compromised. The DOC is tasked with maintaining a secure environment for staff, visitors, volunteers, and individuals in custody. A safe correctional environment allows the DOC to equip individuals with the necessary tools and opportunities for successful reintegration into their communities. The DOC operates facilities and court commands throughout the five boroughs, supported by over 7,500 diverse professionals and subject matter experts.

Key Responsibilities

Under the guidance of the First Deputy Commissioner, the Deputy Commissioner for Programs and Community Partnerships (DPCP) holds significant responsibility for the development and assessment of agency-wide non-mandated programs and services, while ensuring adherence to mandated services for individuals under its care. The DPCP leads a team that includes an Associate Commissioner and four Assistant Commissioners overseeing four key subdivisions: Advancement & Enrichment, Counseling/SSH, Program Operations, and Reintegration.

The selected candidate will:

  • Facilitate discussions and strategies that influence the overall development and management of programs within the DOC.
  • Collaborate and serve as a liaison with various operational divisions, units, external stakeholders, and officials regarding program development.
  • Oversee the comprehensive planning and design of all research and program evaluation initiatives for the agency.
  • Conduct controlled studies, analyses, and evaluations of programming or initiatives for incarcerated individuals, including the development of assessment tools.
  • Generate evidence-based outcomes and direct the establishment and maintenance of performance metrics and standards for programmatic functions.
  • Assess program effectiveness and recommend procedural and programmatic enhancements.
  • Engage in total quality management and improvement initiatives.
  • Ensure consistent application and evaluation of treatment and assessment tools, maintaining a continuum of care.
  • Evaluate program needs and coordinate activities with other public and private agencies.
  • Initiate and prepare grant requests, ensuring compliance with grant requirements.
  • Maintain statistics, research, and best practices related to correctional treatments.
  • Determine appropriate staffing levels and oversee the management and coordination of staff impacting programs and services.
  • Coordinate interagency collaboration with relevant state department officials for program continuity and compliance during the transfer of incarcerated individuals.

Qualifications

1. A Master’s Degree from an accredited institution in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology, or a related field, along with five years of relevant experience, including at least 18 months in an administrative, managerial, or executive role supervising personnel related to the position’s duties; or

2. A Bachelor’s Degree from an accredited institution with a major in Public Administration, Personnel Administration, Business Administration, Finance, Human Services, Criminal Justice, Political Science, Psychology, or a related field, plus seven years of relevant experience, including at least 18 months in an administrative, managerial, or executive role supervising personnel related to the position’s duties.

3. A four-year high school diploma or its equivalent, accompanied by eleven years of progressively responsible experience as described in point 1, with 18 months in an administrative, managerial, executive, or supervisory capacity.
