Overview

This position represents the advanced tier of HRIS responsibilities, offering system analysis, guidance, and training at the state level for HRIS applications that facilitate various functions, including Human Resources, Benefits, Payroll, Time and Attendance, and Pension Administration. In addition to the duties performed by the HRIS Analyst II level, this role involves independently managing intricate tasks with minimal oversight and acting as the primary contact for designated state agencies or specific operational areas.

Key Responsibilities

The following are essential functions that are fundamental to all roles within this classification and are not intended to be an exhaustive list of all job duties:

Deliver system analysis and advisory services for HRIS applications, assist with helpdesk operations, provide system training, and generate data reports for end users, which may encompass all state agencies, educational institutions, vendors, and local governments. Investigate and address customer inquiries, requests, system issues, or training needs; execute scheduled tasks, and propose solutions or alternative methods to fulfill requirements. Oversee reports and process data change requests to amend or rectify information in the system, resolving issues related to user access and security; document and monitor customer or training inquiries and resolutions through an internal automated system. Ensure adherence to state and federal laws, regulations, standards, policies, and procedures relevant to statewide HRIS. Engage in HRIS business requirements analysis, system testing, change management, or training related to system implementations, upgrades, and enhancements. Undertake special assignments and projects as needed. Create, execute, maintain, and support a variety of reports or queries using appropriate reporting tools to meet ongoing customer needs. Execute processes to correct or update information to ensure that employee data, compensation, and benefits are accurately reflected. Maintain, review, verify, and update system tables and configurations to ensure compliance with all state business practices and applicable regulations. Assess existing business processes, policies, and procedures, identifying opportunities for enhancement and increased efficiency. Participate in meetings, conference calls, and presentations. Revise HRIS procedures, job aids, and training materials for staff and end users. May evaluate the effectiveness of training programs and resources, modifying them to meet needs, and plan, develop, coordinate, and deliver system training and educational courses, including instructor-led sessions, on-the-job training, or workshops. Communicate and interact effectively with individuals across diverse cultures, abilities, genders, ethnicities, ages, and races.

Qualifications

REQUIRED QUALIFICATIONS for HRIS Analyst III
Candidates must possess education, training, and/or experience demonstrating proficiency in the following areas:

A minimum of two years' experience in researching, analyzing, and interpreting data to resolve inquiries, requests, or issues related to automated information systems. At least two years' experience utilizing or instructing others on an automated human resource, pension, payroll, or benefits information system for data management. One year of experience interpreting laws, regulations, standards, policies, and procedures. One year of experience analyzing system functionalities to ensure applications align with business requirements and user expectations.

Employment Conditions

Candidates must be legally authorized to work in the United States. The State of Delaware Executive Branch participates in the Federal E-Verify system, where the State will provide the federal government with each new hire's Form I-9 information to confirm work authorization in the U.S.
