Overview

This position represents the advanced tier of HRIS responsibilities, delivering system analysis, advisory services, and training at a state level for HRIS applications that facilitate various functions including Human Resources, Benefits, Payroll, Time and Attendance, and Pension Administration, along with related HRIS training and business processes. In addition to the duties performed by the HRIS Analyst II level, individuals in this role will independently manage intricate tasks with minimal oversight and act as the primary contact for designated State Agencies and/or specific program or operational areas.

Key Responsibilities

The following functions are essential and represent core responsibilities common to all roles within this classification. They are not intended to be an exhaustive enumeration of all job duties for any single position.

Conducts system analysis and provides consultation for HRIS applications, helpdesk operations, system training, and data reporting to end users, which may encompass all state agencies, educational institutions, vendors, and local governments. Investigates and resolves customer inquiries, requests, system issues, or training needs; performs scheduled tasks, and proposes solutions or alternative methods to fulfill requirements. Monitors reports and processes data change requests to amend or rectify data within the system, addressing issues and user access/security; documents and tracks customer or training inquiries and resolutions utilizing an internal automated system. Ensures adherence to state and federal laws, regulations, standards, policies, and procedures related to statewide HRIS. Engages in HRIS business requirements analysis, system testing, change management, or training for system implementations, upgrades, updates, and enhancements. Undertakes special assignments and projects as needed. Develops, executes, maintains, and supports a variety of reports or queries using appropriate reporting tools to meet ongoing customer needs. Executes processes to correct or update information to ensure employee data, compensation, and benefits are accurately reflected. Maintains, reviews, verifies, and updates system tables and configurations to ensure compliance with all state business practices, as well as federal and state regulations and laws. Assesses existing business processes, policies, and procedures, identifying opportunities for improvement and enhanced efficiency. Participates in meetings, conference calls, and presentations as required. Updates HRIS procedures, job aids, and training materials for staff and end users. May evaluate the effectiveness of training programs, courses, curricula, and training resources, modifying them to meet needs and planning, developing, coordinating, and delivering system training and educational courses and curricula, including instructor-led classroom, on-the-job, or virtual training, or workshops. Communicates and interacts effectively with individuals across diverse cultures, abilities, genders, ethnicities, ages, and races.

Qualifications

Required Qualifications for HRIS Analyst III
Candidates must possess education, training, and/or experience demonstrating proficiency in each of the following areas:

A minimum of two years' experience in researching, analyzing, and interpreting data to address automated information system inquiries, requests, or issues, or to fulfill automated information system training needs. At least two years' experience in utilizing, or instructing others on utilizing, an automated human resource, pension, payroll, or benefits information system to enter, update, modify, delete, retrieve/inquire, and report on data. One year of experience in interpreting laws, regulations, standards, policies, and procedures. One year of experience in analyzing system actions to ensure applications meet business requirements and user needs.

Employment Conditions

Candidates must be legally authorized to work in the United States. The State of Delaware Executive Branch participates in the Federal E-Verify system, where the State will provide the federal government with each new hire's Form I-9 information to confirm authorization to work in the U.S.
