Procurement Management Consultant

Position Summary: The role of a Procurement Management Consultant falls within the NH-04 pay band, which corresponds to the General Schedule grade levels GS-14 to GS-15. This position is part of the Acquisition Demonstration Project, which aims to enhance the classification process, streamline hiring, and broaden developmental opportunities.
Eligibility:
- Career Transition Assistance Program (CTAP) for federal employees classified as "surplus" or "displaced".
- Current or former competitive service federal employees.
- Employees from land and base management agencies.
- Military spouses.
- Veterans.
- Act as a Procurement Management Consultant within the Office of the Deputy Assistant Secretary of the Army (Procurement).
- Supervise updates to procurement policy documents, including the AFARS and related memoranda.
- Conduct research and analysis of procurement guidance from various authoritative sources.
- Provide strategic recommendations to leadership for addressing procurement policy challenges.
- Serve as the communications lead and historical records manager for the procurement policy directorate.
- Establish and maintain processes for historical record management.
- Coordinate policy alert requests and assist in drafting necessary alerts.
- Prepare and disseminate alerts regarding significant procurement policies.
Conditions of Employment:
- Successful completion of a background investigation may be required.
- This position is part of the Army Acquisition, Logistics, and Technology Workforce.
- Must obtain Contracting certification within 36 months of appointment.
- This is a Critical Acquisition Position; a written tenure agreement is necessary for continued federal service for a minimum of three years.
- Eligibility for a Secret security clearance is required.
- Travel may be required up to 20% of the time.

Experience is the primary qualification for this position; education cannot substitute for experience.

- A one-year trial or probationary period may be necessary.
