Role Summary

Maximus is seeking a dedicated Acquisition and Procurement Specialist to enhance our operations in Arlington, VA.

This role is integral to our client at DISA Compartmented Enterprise Services Offices (CESO), which provides a comprehensive suite of web-enabled enterprise capabilities to the Department of Defense and the Intelligence community's Special Access Program (SAP) organizations, facilitating secure communication and collaboration.

Key Responsibilities:

  • Collaborate with the client and program office throughout the project lifecycle; develop acquisition and procurement strategies and documentation; and spearhead acquisition and procurement initiatives.
  • Act as the Acquisition Specialist for new procurement efforts: formulate and document acquisition plans/strategies, maintain contractual documents throughout the project lifecycle, and ensure acquisition packages are comprehensive, including Acquisition Strategies, Plans, Justifications, Market Research, Independent Government Cost Estimates (IGCE), Statements of Work (SOW), and other necessary documentation.
  • Develop strategies for performance-based contracting and streamline acquisition processes, assist in sole-source justifications, and provide recommendations to the Contracting Officer Representative (COR) or government officials.
  • Support the COR or Government Lead in overseeing supplier performance, ensuring compliance with contractual standards, and monitoring the progress of delivery/task orders or contracts.
  • Formulate strategies for procuring hardware, software, and license renewals, manage vendor relationships, and review new requirements to advise the COR or government officials.
  • Lead the program procurement process and conduct procurement strategy meetings.
  • Review and guide program contract schedules and milestones utilizing project management tools.
  • Communicate effectively in both verbal and written formats.
  • Foster a collaborative team environment.
Required Qualifications:

  • Must possess an active TS/SCI clearance due to federal requirements.
  • Bachelor’s degree in fields such as accounting, business finance, law, contracts, purchasing, economics, or related disciplines.
  • Minimum of 8 years of experience in government acquisition and procurement support.
  • Proven ability to work independently and manage multiple tasks.
  • Experience in contracting IT services, development, operations, and cybersecurity.
  • Proficient in executing procurement planning and contract management functions.
Preferred Skills:

  • Familiarity with DoD policy governance, FAR/DFAR regulations.
  • DAWIA Level II/III Certification in contracting.
  • Experience as a COR with comprehensive knowledge of the acquisition lifecycle.
  • Understanding of DISA operations and DITCO processes.
  • Proven ability to build trusted relationships with stakeholders.
  • Background in financial management and business development.
  • Knowledge of SharePoint Standard Procurement System (SPS).
