Purpose and Scope:

This role is accountable for comprehensive subcontract management, overseeing all stages from inception to completion. Responsibilities encompass acquisition strategy, vendor selection, cost and pricing evaluation, negotiation, post-award management, and contract closure. The position demands a robust understanding of government contracting and procurement processes, with the ability to operate autonomously, provide solutions, and contribute significantly to team objectives. Candidates should exhibit sound judgment, strong business insight, and the capacity to collaborate effectively with various stakeholders.

Key Responsibilities:

  • Develop and manage subcontract documentation, including contracts, agreements, modifications, solicitations, and correspondence.
  • Produce procurement documents such as acquisition strategies, evaluation criteria, RFPs, and statements of work.
  • Select appropriate subcontract types that align with program requirements and risk assessments.
  • Assess proposals and quotations, ensuring compliance and conducting negotiations.
  • Maintain organized subcontract and consultant agreement files, tracking deliverables effectively.
  • Process subcontract purchase requisitions and conduct audits to support compliance.
  • Provide training on subcontract processes to relevant staff.
  • Negotiate teaming and non-disclosure agreements as necessary.
  • Collaborate with finance teams to manage invoicing, payments, and contract audits.
  • Ensure adherence to regulatory standards and internal policies regarding subcontracting.
  • Monitor subcontractor performance and assist in cost management efforts.
  • Oversee the management of subcontract files, ensuring all modifications and communications are accurately documented.
  • Engage with subcontractors and internal teams to foster collaborative relationships and achieve organizational goals.
  • Track small business participation on assigned contracts and engage in outreach initiatives.
  • Formulate negotiation strategies and conduct discussions on contract terms.
  • Ensure thorough cost or price analyses are performed and documented.
  • Manage purchase orders and modifications within the company’s systems.
  • Review and provide feedback on documents prepared by team members.
  • Facilitate the closure of subcontracts.
  • Perform additional duties as assigned.

Minimum Qualifications:

  • Bachelor's degree in Business Administration or a related field, with five years of experience in subcontract management or procurement, or a Master's degree with three years of relevant experience.
  • Strong communication and negotiation skills, along with proficiency in Microsoft Office Suite and related software.
  • Experience with various subcontract types is essential.

Preferred Qualifications:

  • Familiarity with ERP systems, particularly Costpoint.
  • Experience in process improvement methodologies.
  • Knowledge of specialized procurement practices.
  • Experience with USAID is highly valued.
  • Bilingual skills in English and Spanish are preferred.

Work Environment:

This position is typically office-based, requiring occasional lifting and extended periods of computer use. Candidates should be prepared for potential travel requirements.
