The Senior HSE Advisor plays a pivotal role in supporting Midstream Health, Safety, and Environmental (HSE) Field Operations. This position encompasses a range of responsibilities, including the management of HSEMS Audits, Incident Investigation Insights, and Human Performance initiatives. Furthermore, the role involves overseeing critical HSE issues, such as policy enhancements, contractor safety program management, and HSE Management System assistance. The Senior HSE Advisor acts as a resource and mentor, offering expertise to assist the Midstream Organization in addressing HSE-related challenges.

Key Responsibilities:
  • Facilitate incident management, investigation, and reporting processes, ensuring alignment with corporate standards.
  • Develop, refine, and uphold Midstream incident reporting and investigation protocols, serving as the Subject Matter Expert.
  • Manage Human Performance programs effectively.
  • Oversee contractor safety initiatives.
  • Support the revision of HSE policies, including updates and communication strategies.
  • Coordinate and schedule Midstream Tier II HSE audits.
  • Assist sites in preparing for Tier III HSEMS/PSM audits and monitor findings within the HSE incident tracking system.
  • Address audit findings and implement corrective actions.
  • Create HSE audit trending metrics to identify opportunities for system improvements.
  • Communicate HSE audit outcomes to all levels of management.
  • Develop and draft audit protocols.
  • Participate as a guest auditor in Corporate Tier III HSEMS audits as required.
Basic Qualifications:
  • Legally authorized to work in the United States on a full-time basis without restrictions.
  • Bachelor’s degree in Safety Engineering, Fire Protection Engineering, Loss Prevention, Industrial Hygiene, or a related discipline.
  • Prior experience in a professional safety or occupational health role within the petroleum or chemical sector.
  • Proficient in hazard recognition, risk assessment, and mitigation planning.
  • Experience in leading incident investigations and conducting cause mapping analyses.
  • General knowledge of emergency response protocols, crisis management tools, and the Incident Command System, with formal training for the Safety Officer role.
  • Proven ability to develop, maintain, and enhance policies, processes, and procedures.
Preferred Qualifications:
  • Master’s degree in safety or a related field.
  • Certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH).
  • Proficient in Microsoft Excel, Word, and SAP.
  • Strong interpersonal and communication skills, with the ability to engage with various organizational levels.
  • Demonstrated leadership capabilities.
  • Knowledge and experience in safety, occupational health, and fire protection.
  • Direct supervisory experience.
  • Relevant experience in a safety-focused role.
About Midstream:

Phillips 66's Midstream sector is recognized as a safe, reliable, and trusted logistics provider for the transportation and storage of liquid or gas energy through pipelines and terminals. We lead the industry in logistics, managing over 22,000 miles of pipelines that transport crude oil from extraction sites to refineries and distribute finished products from refineries to storage facilities. Our operations include 39 terminals supplying finished products to consumer gas stations, as well as crude oil and NGL storage terminals and fractionation facilities. We also ensure connectivity among various Phillips 66 business units.
