The Senior HSE Advisor plays a crucial role in supporting Midstream Health, Safety, and Environmental (HSE) Field Operations. This position encompasses a variety of responsibilities including the management of HSEMS Audits, Incident Investigation Learnings, and Human Performance initiatives. Additionally, the role involves overseeing key HSE issues such as policy enhancements, contractor safety program management, and HSE Management System support. As a knowledgeable resource, this position guides the Midstream Organization in addressing HSE-related challenges.

Key Responsibilities:
  • Oversee incident management, investigation, and reporting processes, ensuring alignment with corporate standards.
  • Develop and refine Midstream incident reporting and investigation protocols, serving as the Subject Matter Expert.
  • Manage Human Performance programs effectively.
  • Supervise contractor safety programs to ensure compliance and safety standards.
  • Facilitate the revision of HSE policies, including updates and communication strategies.
  • Coordinate the planning and execution of Midstream Tier II HSE audits.
  • Assist sites in preparing for Tier III HSEMS/PSM audits and track findings in the HSE incident database.
  • Manage audit findings and implement corrective actions.
  • Analyze HSE audit trends to identify opportunities for system improvements.
  • Communicate HSE audit results to management at all levels.
  • Develop and document audit protocols.
  • Participate as a guest auditor in Corporate Tier III HSEMS audits as required.
Basic Qualifications:
  • Legally authorized to work in the United States without restrictions.
  • Bachelor's degree in Safety Engineering, Fire Protection Engineering, Industrial Hygiene, or a related field.
  • Prior experience in a professional safety or occupational health role within the petroleum or chemical sector.
  • Ability to identify hazards, evaluate risks, and propose effective mitigation strategies.
  • Experience in leading incident investigations and conducting cause mapping analyses.
  • General knowledge of emergency response protocols and crisis management, with formal training for the Safety Officer role.
  • Proven ability to develop and enhance policies, processes, and procedures.
Preferred Qualifications:
  • Master's degree in safety or a related discipline.
  • CSP or CIH certification.
  • Proficient in Microsoft Excel, Word, and SAP.
  • Strong interpersonal and communication skills, capable of engaging with various organizational levels.
  • Demonstrated leadership capabilities.
  • Knowledge and experience in safety, occupational health, and fire protection.
  • Direct supervisory experience in a safety-related role.
  • Relevant experience in a safety-focused position.

Phillips 66's Midstream division is recognized as a reliable logistics provider for the transportation and storage of liquid and gas energy through pipelines and terminals.
