Job Overview:
The Fiscal Compliance Auditor is responsible for planning and executing a range of internal audits concerning fiscal operations for federal pass-through entities.

Key responsibilities include:

  • Drafting audit reports that detail findings and providing management with actionable recommendations.
  • Ensuring follow-up on the implementation of solutions.
  • Applying established principles, standards, policies, procedures, laws, and federal compliance regulations.

The role requires a solid understanding of accounting, auditing, federal fiscal compliance, and general business practices. The auditor will identify discrepancies within programs and propose solutions for review by management.

Additionally, the position involves conducting evaluations of internal controls and compliance in line with relevant State and Federal regulations. The auditor interprets rules and regulations to verify that federal funds are utilized appropriately in accordance with State fiscal policies.

Responsibilities also include providing policy guidance to local agencies and State Office personnel within designated subject areas, as well as implementing the Division's auditing process plan.


Employment Conditions:
This position is funded exclusively by the Ryan White Care Act Title II grant, with funding subject to annual review. Continued employment is dependent on the availability of these funds.

Minimum Qualifications:
  • Proficient knowledge of accounting and auditing principles.
  • Experience with Federal Fiscal Monitoring Standards.
  • Ability to conduct various external audits on fiscal activities.
  • Strong skills in preparing audit reports and following up on recommendations.
  • Excellent communication and analytical skills.
  • Proficiency in Microsoft Office applications.

Additional Considerations:
  • Familiarity with Ryan White grants and compliance requirements.
  • Experience in compliance auditing.
  • Willingness to attend out-of-state meetings and conferences.
