Job Overview

Position Summary

This role is designed as a hybrid position.

National Capitol Contracting LLC is in search of a Senior HR Manager who possesses the expertise, experience, and professionalism to advance within the executive ranks. In this capacity, you will serve as an HR Business Partner to the executive leadership and will recognize the significance of balancing organizational objectives with employee needs, while overseeing all compliance-related HR functions. The ideal candidate will excel in employee relations, compliance, the implementation of HR technology solutions, risk management, and will have a strategic perspective to aid in steering the organization.

Candidates should demonstrate high energy, a positive demeanor, maturity, and the ability to communicate effectively across all organizational levels. This position will report directly to the Chief Operating Officer (COO) and will collaborate closely with senior management, project managers, and mid-level managers.

Key Responsibilities

  • HR Leadership
    • Oversee and manage all HR functions for the organization as a strategic partner to the leadership team and mentor junior HR staff.
    • Support overall HR department development initiatives and provide guidance, counsel, and decision-making recommendations to the management team.
    • Participate in leading the cultural transformation necessary to drive quality and financial outcomes.
    • Develop, implement, manage, and review the annual HR department budget, including merit increases and recognition programs.
    • Utilize electronic HR business tools, including Applicant Tracking Systems (ATS), to enhance efficiency and reporting for informed business decisions.
    • Engage in ongoing training in strategic HR best practices and business support.
  • Compliance and Benefits Oversight
    • Ensure adherence to federal, state, and local compliance mandates.
    • Stay informed on labor regulations, FMLA, OSHA, and ADA-related matters to provide expert guidance.
  • Employee Lifecycle Management
    • Train Program Managers in candidate evaluation, interviewing, documentation, and other processes related to employee actions.
    • Oversee onboarding and offboarding processes, compensation and benefits management, employee engagement, retention initiatives, and performance evaluations.
    • Collaborate with executive staff on performance management and driving organizational results.
    • Coordinate with other departments to lead the training program while tracking employee certifications and training sessions.
    • Assist Project/Program Managers and employees with inquiries and issues.
    • Develop organizational strategies and update existing HR policies and guidelines, including orientation and onboarding for new hires.
    • Manage disputes, investigations, and any disciplinary actions as necessary.
  • Cultural Development
    • Engage with employee councils on initiatives such as new benefit offerings, training opportunities, and employee engagement programs.
    • Establish and implement a regular internal communication strategy, which will also encompass community events.

Minimum Qualifications

  • 7+ years of experience in Human Resources.
  • 3+ years of experience in a managerial role.
  • Comprehensive knowledge of HR and employment-related laws and regulations.
  • Understanding of federal contracting, including security compliance.
  • Exceptional communication skills at various organizational levels, both verbal and written.
  • Strong organizational, interpersonal, and negotiation abilities.
  • Ability to work independently as well as collaboratively within a team.
  • Capability to manage multiple projects and adapt to shifting priorities.
  • Proficient problem-solving, decision-making, and crisis management skills.

Preferred Qualifications (Not Required)

  • SHRM-CP, SHRM-SCP, or similar certifications.
  • Bachelor's Degree in a related field.

Special Position Requirements

Travel: As the organization continues to expand, some travel may be necessary to various work locations; expected to be minimal.

Schedule: Standard business hours, with flexibility to accommodate business needs.

This is a full-time position. National Capitol Contracting LLC offers a competitive compensation package: salary is commensurate with experience. Benefits include medical, dental, flexible spending, three weeks of accrued Paid Time Off (PTO), paid federal holidays, and a 401(k) plan with company match.
